Special Notice:
A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.
A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.
Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.
A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.
The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.
Organisational Context
The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of four units; the Facilities Management Unit (FMU), which is responsible for running the owner occupied premises at The Hague, the assessment, maintenance and adaptation of rental premises at field locations; the Procurement Unit (PU), which provides value for money goods and services required by all Organs of the Court; the Logistics and Transport Unit (LTU), which provides distribution, supply chain services, fleet management, and shipping at HQ and Field Locations, local transportation mail operations and archiving at HQ. The Travel Unit (TU) is responsible to provide all official travel of the ICC, related visa services and unaccompanied shipments, resident permits at The Hague and administrative functions related to privileges and immunities. The Chief GSS, also responsible for the Courts commercial insurance programme, reports to the Director of Management Services.
Duties and Responsibilities
Under the direct supervision of the Travel Supervisor and the overall management of the Chief, GSS, the incumbent will perform the following duties:
Visa and Privileges:
- Provide guidance on visa applications, renewals, and travel restrictions as applicable;
- Prepare all relevant documentation required for the issuance of visas for ICC staff for official travel;
- Liaise with the Dutch Ministry of Foreign Affairs (MFA) and the Dutch Embassies/Consulates abroad to obtain entry visas for the Netherlands;
- Receive and process MFA ID card applications;
- Check and process the application and request issuance of the United Nations Laissez-Passer (UNLP) and United Nations Travel Certificate with the UN Office in Geneva;
- Provide guidance on the issuance of UNLPs and other certificates;
- Advise ICC staff on privileges and immunities and process applications in accordance with applicable guidelines and assist staff in this area;
- Process requests for Motor Vehicle applications and requests for the conversion of Driving Licences;
- Process check outs of staff members, Visiting Professionals and Interns;
- Draft Notes Verbales as required;
- Conduct induction meetings for new staff members, visiting professionals and interns;
- Perform other duties as required.
Travel:
- Review, prepare and process travel requests to ensure requests are in compliance with Travel SOP and with the ICC rules, policies and procedures;
- Prepare and provide cost estimates and travel itineraries;
- Calculate and select the most economical fares/routes/modes of travel, recommend alternate itineraries to the traveller in order to ensure that travel costs are kept to a minimum;
- Liaise with stakeholders and book means of transportation, such as flights, trains , car rentals, and ferry crossings and obligate funds accordingly;
- Make hotel reservations for staff traveling on appointment to HQ.
- Process AirPlus statements in SAP and upload the statements in ICC Electronic Invoice Management System (EIMS);
- On rotation basis, perform the 24/7 duty phone service (about 10 weeks per year).
Relocation:
- Arrange and organise the relocation as well as the unaccompanied shipments for ICC Staff according to applicable entitlements.
Essential Qualifications
Education:
Completion of secondary school;
Experience:
- A minimum of six years of work experience in travel administration and/or protocol or related field. Advanced or first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility;
- Experience in dealing with travel-related matters in an international organisation would be an asset;
Knowledge, skills, and abilities:
- Fully proficient computer skills; use of relevant software (Excel, Word) and travel-related systems (GDS), such as GALILEO, is essential;
- Knowledge of SAP or equivalent ERP systems is essential;
- Excellent communication skills and client orientation;
- Ability to work effectively and constructively in teams;
- Ability to work in a non-discriminatory manner, with respect for diversity;
- Ability to keep strict standards of confidentiality and security;
- Professional integrity.
Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset. Knowledge of Dutch would be considered an advantage.

General Information
– Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
– The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

– Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.3) to introduce a moratorium on the recruitment by the ICC of staff of non-States Parties’ nationality.
