JOB DESCRIPTION
Since February 2022, almost 10 million people have crossed from Ukraine into Poland, fleeing the armed conflict in search of safety and international protection. Poland is the second biggest transit and receiving country in the region (after Russia), with close to 1.6 million individuals registered for temporary protection. The Norwegian Refugee Council (NRC) and operational partners estimate upwards of 2 million refugees will remain in Poland for the foreseeable future.
Role and responsibilities
Under the supervision of the ICLA Program Development Manager (PDM), the Information, Counselling and Legal Assistance (ICLA) Digital Coordinator will oversee and coordinate the Digital ICLA project in NRC Poland. This role requires a combination of digital expertise, project management skills, and a deep understanding of Legal Assistance initiatives. They will provide technical guidance to partners, monitor the legal framework and conduct legal analysis, support the development of guidelines and tools, contribute to the legal content management of the ICLA digital platform, provide capacity building and transferring of key skills to ICLA partners and NRC Poland staff. Moreover, the ICLA Digital Coordinator will ensure the successful implementation of digital solutions that enhance legal assistance services in line with NRC strategy and procedures.
Generic responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines and awareness of NRC global and regional strategies
- Contribute to the development and implementation of the ICLA strategy
- Oversee the capacity building component, targeting key stakeholders, at national level related to digital modality
- Promote and share ideas for technical improvement of the programme
- Liaise and collaborate with authorities, national and international NGOs and other key stakeholders
- Provide regular progress reports to PDM
- Promote the rights of IDPs/returnees in line with NRC strategies
- Contribute to the identification of legal protection needs and trends and design of the response
Specific responsibilities
- Oversee the ICLA Poland Digital transformation initiatives,
- Lead the implementation of Kobli, the ICLA digital platform pilot and its further development and roll out,
- Coordinate legal content development and publication for the digital platform,
- Lead the design of content, social media campaigns and reports,
- Engage with relevant NRC staff at national and field level in the project to ensure participation, compliance with and adherence to NRC policies and procedures, and continuous feedback,
- Capture and document learning related to the digital transformation initiative in collaboration with field staff, other country offices, the regional and the Global ICLA digital team,
- Provide regular progress reports to the line manager and related senior management,
- Share experience and lessons learned with other country offices in collaboration with the regional and Global ICLA digital teams,
- Maintain the website and ensure that content is uploaded to the site and is up to date,
- Ensure that information materials are translated into relevant languages (English, Polish and Ukrainian),
- Oversee social media campaigns to promote the availability of Kobli,
- Contribute to the identification of possible collaboration opportunities with other actors, including humanitarian, private sector, academia, and donors.

- Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector

- Fluency in English, both written and verbal
- Proven experience in coordinating activities and liaising with external actors
- Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
- An advanced understanding of Digital Systems.
Context/ Specific skills, knowledge and experience:
- Bachelor degree in law or equivalent
- Understanding of laws and regulations related to internal displacement is an asset
- In depth knowledge of the context in Poland
- Experience with start-up or scale up of legal protection programmes is an asset
