ICLA Programme Development Manager Venezuela

What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic Information, Counselling and Legal Assistance ICLA Programme Development Manager who will be responsible for design, development, and implementation of the ICLA programme. The NRC”s ICLA programme will focus on representing the interests of individuals affected by displacement, enabling them to claim and enjoy their rights to legal identity, legal stay and other legal rights, thereby reducing the protection risks to which they are exposed both within and outside Venezuela.

What you will do

1. Lead the development of high-quality and evidence-based ICLA project proposals and budgets for new projects/extensions of projects in close collaboration the Head of Program and the Area Managers.
2. Support the development and implementation of ICLA assessments and/or the integration of ICLA questions in the assessments of other core competencies or area-level assessments to inform programme development and advocacy strategies.
3. Responsible for the effective management of ICLA projects, ensuring alignment with the NRC project management cycle. This includes maintaining high standards and quality in reporting to guarantee timely, on-track, and on-budget implementation.
4. Responsible for providing technical and implementation support and guidance to field-based ICLA staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.
5. Ensure appropriate financial and logistical NRC systems/ procedures are adhered to within the ICLA team.
6. Ensure timely and accurate development and submission of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.

What you will bring

• Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
• Documented results related to the position’s responsibilities.
• Knowledge about own leadership skills/profile
• Fluency in Spanish and English both written and verbal highly recommended
• University Degree in social sciences, social work, psychology, protection, or related fields.
• Professional experience in protection programming
• Experience working with population with different types of vulnerability, victims of conflict, violence, among others,
• Experience in budget management.
• Experience with technical report writing.
• Willingness to travel in the states and areas where NRC has a presence and to spend the night in the field.

What we offer

• Duty station: Maracaibo or Puerto Ordaz, Venezuela
• Contract: national contract, 6 months , extendable
• Travel: up to 40%
• Salary/benefits: grade 9 on NRC’s regional salary scale, with accompanying terms and conditions
