Background
The Norwegian Refugee Council is an international, independent, humanitarian, non-governmental organization that provides assistance to displacement affected population in many countries worldwide including Libya. As a part of its assistance, NRC provides information, counselling and legal assistance (ICLA) services to empower project participants and support them to claim and exercise their rights and access justice.
NRC’s ICLA – Information Counselling and Legal Assistance Core Competency global objective is to support displacement affected population in Libya to engage with relevant justice and administrative systems to claim their rights. The legal support provided includes information/awareness sessions, empowerment through legal case management approach: legal counselling, legal assistance, and capacity building through the organization of training sessions, workshops, based on technical research.

The ICLA Team Leader will be responsible for the implementation of ICLA projects in the Area Office, ensuring the supervision ICLA staff in day-to-day activities, the planning of activities, the regular

reporting to ICLA Project Manager, the representation of NRC ICLA Programme and liaison with relevant authorities and other stakeholders in the area and coordination with external stakeholders.

1.1 Generic Responsibilities:

1. Line management of project staff at Area level (Officers, Technical Assistants, Community volunteers, incentive workers)

2. Day to day planning and follow-up on progress in projects’ activities implementation

3. Ensure compliance with NRC policies, Core Competency tools, handbooks and guidelines and ensure proper filing of all relevant project documents,

4. Ensure that projects target project participants most in need and explore new and better ways to assist displacement affected population in hard-to-reach areas 5. Promote and share ideas for technical improvement,

6. Prepare periodic progress reports and other reports as per need,

7. Ensure capacity building of project staff and transfer of key skills together with the Project,

Manager and the Core Competency Specialist

8. Liaise, engage, consult and coordinate with relevant local authorities and stakeholders,

9. Compliance and adherence to NRC policies, guidance and procedures,

10. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

1.2 Specific Responsibilities:

1. Line Management. Responsible for the direct line management of officers and technical assistants project staff, as well as community volunteers and incentive workers.

– Attendance: The Team leader oversees the attendance of the officers, technical assistants and volunteers in his/her team.

Performance: He/she ensures the performance management of all team members officers, technical assistants and volunteers: setting and monitoring achievements of performance goals and staff development, making sure that they report against the workplan on a timely and qualitative manner.

2. Goal setting. Collaborate with the project manager to set team plans, objectives and goals aligned with the core competency activities, targets, projects and strategy

3. Performance monitoring. Monitor the team members’ performance, providing constrictive feedback and coaching/training when necessary, with the support of the ICLA project manager and CC Specialist.

4. Strategy Development. Support the ICLA Coordinator, ICLA Project manager, ICLA Specialist in developing and/or revising the Core Competency Strategies by providing Area-level analysis and recommendations for needs and response options.

5. Technical Support. Oversee project activities to ensure that all assignments are completed according to technical standards and best practices through conducting regular field visits, spot checks and providing guidance to field teams.

6. Assessments. In collaboration with the ICLA coordinator and ICLA Project manager, overseeing all assessments undertaken by the project team.

7. Project implementation

– planning, case management planning and supervision, compliance with guidelines and SoPs specific to ICLA and general for NRC,

– Builds the capacity of team members and provide support,

– Internal and external coordination,

– Monitor the overall context through field visits and coordination to identify issues impacting displaced populations and community relations.

Execute procurement and spending plans promptly for seamless activity implementation.

Generate regular reports on activities, operational issues, and trends to track project progress.

Assess the relevance of ICLA services and collaborate with ICLA colleagues to adjust tools, methods, and service content as needed.

Identify and pursue collaboration opportunities with various sectors, represent NRC in forums, and lead ICLA promotion efforts.

Document all activities comprehensively.

Conduct regular post-service monitoring for ICLA services.

Perform additional tasks as assigned by the supervisor.

8. Accountability. Responsibility for ensuring adequate accountability of all team members for ICLA activities documentation, including attendance sheets, legal case management files, entries in the database in a safe manner,

9. Safe and inclusive programming. Responsible for supporting safe and inclusive programming in all ICLA related activities throughout the project-cycle.

10. Project M&E. As delegated by line-manager, and with the support of the M&E department, responsible for accurate and high-quality Monitoring and Evaluation of NRC ICLA related activities,

11. Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC ICLA Area-level achievements through all relevant reporting mechanisms.

12. Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the ICLA project team, within other Core Competencies and with the Support Team.

13. Any other task relevant to the position as requested by the line manager, including administrative tasks, translation of documents or support to emergencies and other Core Competencies among others.

1.3 Critical interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position include:

• Programmatic strategic and operations support: Project Manager, Area Manager, ICLA

Specialist, M&E, risk and compliance, other CC program teams

• Support functions: Area Manager, Human Resources, Finance, Administration and Logistics

• Security: Health, Safety and Security Officer

1.4 Stakeholders:

INGOs, NGOs and CSOs and other humanitarian actors, local authorities, legal and administrative duty bearers, community leaders and community members, volunteers and project participants.

• Bachelor Degree or equivalent in social sciences, political science, law or other related fields

• Knowledge of the context in Libya;

• Fluency in both English and Arabic

• Good communication skills, with capacity to directly influence and negotiate with a wide range of stakeholders.
