The purpose of the ICLA Technical Assistant position is to assist in the day-to-day implementation of the ICLA Program

What you will do

  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Assist a range of support with the implementation of the ICLA portfolio according to plan of action.
  • Implements independently procedures and activities within own function or core competency as delegated
  • Responsible for organizing and delivery of tasks in line with priorities and standards.
  • Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team
  • Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement in your area of expertise

Specifically, you will:

  • Facilitate Group Information Sessions (GIS) for the ICLA beneficiaries in Sinjar and Baa’j governorate on the issues related to Civil Documentation, Housing, Land and property (HLP) rights, and employment rights.
  • Receive the counselling and legal cases after holding Group information sessions and refer these cases to ICLA Legal Officers by ICLA database.
  • Provide support to ICLA Legal Officers by contacting the beneficiaries and gathering information as well as organizing appointments with the beneficiaries to attend in the court and/or state directorates.
  • Provide support to ICLA Officers in the process of preparing the necessary documentation and follow-up on the legal cases in the courts and/or other relevant administrative institutions.
  • Prepare all the drafts, copy and materials as well as co-facilitate ICLA training.
  • Input and update beneficiary data into ICLA’s case management tools, and periodically disaggregate and analyze data gathered during legal assistance activities to identify trends.
  • Adhere to ICLA policies, project descriptions, work plans, budgets, and procurement plans.
  • Adhere to NRC’s Human Resources, Financial, Logistics and security policies and procedures, and coordinate with these departments to ensure timely implementation of ICLA activities.
  • Any other task relevant to the position and as requested by the line manager.

Professional competencies

  • University degree (Law degree preferable)
  • Minimum 2 -years of work experience with humanitarian organizations or governmental bodies in a similar position.
  • Demonstrable experience in negotiating with government authorities and/or building owners, and in promoting the interests of vulnerable beneficiaries before such stakeholders.
  • Proven skills and experience in case management and conflict resolution
  • Experience in community mobilization and outreach
  • Advanced computer skills, especially in Word, Excel, PowerPoint and Outlook.
  • fluent in written and spoken Kurdish and Arabic.
