Role and responsibilities

The ICLA Technical Officer will be responsible for the day-to-day implementation of Information, Counselling and Legal Assistance (ICLA) activities, community outreach and provision of legal services on legal identity, displaced persons registration, employment laws and procedures, housing, land and property rights, and access to services. The ICLA Technical Officer will also conduct capacity building activities at internal and external level, and conduct legal monitoring, research, analysis and reporting.

Generic responsibilities:

  • ICLA specific technical responsibility for the quality control and monitoring of project activities.
  • ICLA specific technical responsibility for project documentation of technical activities of ICLA project(s).
  • Provide specific technical support and capacity building towards projects partners’ staff and other relevant stakeholders.
  • Promote and share ideas for technical improvement and further program development.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
  • Ensure compliance with NRC policies, guidelines, standards, and donor requirements.
  • Ensure adherence to ICLA strategy, tools, handbooks, guidelines, and standards.
  • Implement legal activities according to an established plan of action.
  • Promote and share ideas for technical improvement and further program development.
  • Ensure that projects target participants most in need as well as explore and assess new and better ways to assist.
  • Contribute to the identification of legal protection needs to inform programming and advocacy.

Specific responsibilities:

  • Identification of key locations for legal aid services delivery.
  • Provide legal assistance for selected cases, according to ICLA criteria.
  • Ensure safe identification and referral of persons in need of a specific service.
  • Contribute to the development of informational and training materials on legal issues
  • Ensure the data entry and proper filing of documents related to ICLA activities (i.e. client files, intake forms and other tools) according to NRC internal procedures.
  • Prepare weekly and monthly plans and reports.
  • Assist with administrative/logistics/finance tasks whenever required.
  • Perform any other tasks as requested by Line Manager.

Generic professional competencies:

  • Bachelor’s degree in law.
  • Minimum 2 years of relevant work experience.
  • Experience working in similar roles in humanitarian/recovery context is an asset.
  • Previous experience from working in complex and volatile contexts is an asset.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal.

Context/ Specific skills, knowledge, and experience:

  • Good knowledge of the refugee context in the Republic of Moldova.
  • Knowledge of the software programs (MS Word, Excel, PowerPoint).
  • Knowledge of Russian or Ukrainian and Romanian languages.
