BACKGROUND

The UN Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This job opening is being advertised for the position of Information and Communication Technology Officer located in OCHA office in Mogadishu, Somalia and reports to the Administrative and Finance Officer.

KEY DUTIES AND RESPONSABILITIES

Under the general supervision of the Administrative & Finance Officer at OCHA in Mogadishu, the ICT Officer will perform the following duties:

Ensures implementation of ICT strategies, introduction, and implementation of new technologies, focusing on achievement of the following results:

  • Full compliance with corporate information management and technology standards, guidelines, and procedures for the office technology environment.
  • Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT. Office ICT business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in ICT management, control of the workflows in the ICT team.
  • Participation in the office business process re-engineering activities and ensure that business needs drive IT solutions related to corporate resource management.
  • Conduct of market research and analysis, and introduction of new technology for country office system updating and improvement.
  • Provision of advice on and assistance in procurement of new ICT equipment for the field office and projects, provision of technical specifications and information on best options in both local and international markets.
  • Development and update of the ICT annual procurement plan. Development and update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on their implementation.

Ensures development of information and documentation management system focusing on the achievement of the following results:

  • Development and implementation of office electronic information and documentation management system in accordance with UN as a whole and OCHA policy and the country office needs.

Manages office hardware and software packages, focusing on the achievement of the following results:

  • Office Hardware and software platforms meet the UNOCHA corporate standards and the Field Office operational needs.
  • Provision of advice on maintenance of equipment and acquisition of hardware supplies
  • Development of new software for high impact results (e.g. office management system, e- registry, intranet, etc).

Management of ICT hardware equipment inventory in coordination with logistics and inventory management staff, and HQ Asset Management Unit:

  • Ensure proper registration of all ICT hardware and software following the UN/UNOCHA Asset Management System
  • Take the lead in inventory management of all ICT equipment, regularly reviewing status and assignment of equipment and propose action.
  • Ensure proper system is implemented in issuance and receipt of equipment, storage system, and regularly reconcile records with physical existence of assets.
  • Participate in all asset inventory processes, including repair and maintenance, disposal, and transfers etc.

Ensures efficient network administration and Provision of web management services, focusing on achievement of the following results:

  • Monitoring of the computing resources to provide a stable and responsive environment.
  • Operation of network utility procedures defining security attributes, establishing network storage, and drive-mappings, configuring network printers and providing user access.
  • Monitoring of backup and restoration procedures for both server and local drives.
  • Timely upgrade of LAN infrastructure and Internet connectivity to meet UNOCHA requirements.
  • Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (e.g., office management systems, NGO & donor profiles.
  • Creation and technical maintenance of the field office websites and Intranet.

Ensures Provision of Asset management, focusing on the achievement of the following results:

  • Assist the AFO in setting up assets management procedures in the CO.
  • Receiving, inspecting and verification of all incoming equipment, furniture and supplies and scheduling deliveries to users.
  • Tagging all furniture/equipment upon receipt from the supplier.  Update non-expendable property inventory record and track movement of furniture piece.
  • Entry in UMOJA of all the requisite asset management information
  • Support to the management on physical assets disposal. Review of assets and recommendation of physical assets for disposal
  • Assist in the reconstruction of annual physical inventory verification exercise to ensure accuracy of records and location of property. Ensure that managers sign off on the physical count and correctness of the inventory system database.
  • Preparation, certification and timely submission of inventory reports
  • Identification of problem areas in the inventory system, input and conversion of data entered into the system and maintenance of the system and corrective actions taken to ensure reliability of information retrieved from the system.

Performs any other duties as may be assigned.

QUALIFICATIONS

Education:

  • An advanced university degree (Master’s degree or equivalent) in communication, journalism, international studies, public administration, communication, or a related field with (2) years of relevant experience is required.

OR

  • A first-level university degree in combination with an additional (4) years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience, Knowledge, and Skills:

  • A minimum of two (2) years (with a Masters degree) or four (4) years (with a Bachelor’s degree) of progressively responsible experience in planning, designing, developing, implementing and maintaining computer information, networks (WANLAN) and telecommunication systems or related areas is required.
  • Knowledge, management and supervision of ICT services and teams, hardware and software platforms, and telecommunications facilities are required.
  • Relevant experience in the UN common system or comparable international organization is desirable.
  • Knowledge of Microsoft Office365 applications support, web design and development of web-based office applications, Azure Active Directory knowledge is desirable
  • Relevant experience in managing information and communication technology systems in disaster response and/or complex emergencies in countries affected by disasters or conflict is desirable.
  • Certification in Cisco Certified Network Associate (CCNA) or higher (CCNP) is desirable.

Language Requirements:

  • Fluency in English and Somali is required.
