Mission and objectives

La Asamblea General de las Naciones Unidas ha confiado a UNICEF el mandato de promover la protección de los derechos del niño, de ayudar a satisfacer sus necesidades básicas y de aumentar las oportunidades que se les ofrecen para que alcancen plenamente sus potencialidades.

UNICEF se guía por lo dispuesto en la Convención sobre los Derechos del Niño y se esfuerza por conseguir que esos derechos se conviertan en principios éticos perdurables y normas internacionales de conducta hacia los niños.

UNICEF reitera que la supervivencia, la protección y el desarrollo de los niños son imperativos de desarrollo de carácter universal y forman parte integrante del progreso de la humanidad.

UNICEF moviliza la voluntad política y los recursos materiales para ayudar a los países, en particular a los países en desarrollo, a garantizar que los niños tengan derechos prioritarios sobre los recursos, y a crear la capacidad de establecer políticas apropiadas y ofrecer servicios para los niños y sus familias.

UNICEF se empeña en garantizar que se dé protección especial a los niños más desfavorecidos: víctimas de guerra, desastres, extrema pobreza, todas las formas de violencia y explotación y los niños con discapacidades.

UNICEF responde en las emergencias protegiendo los derechos de los niños. En coordinación con los asociados de las Naciones Unidas y los organismos humanitarios, UNICEF pone a disposición de las entidades que colaboran con él sus servicios singulares de respuesta rápida para aliviar el sufrimiento de los niños y de las personas responsables de su cuidado.

UNICEF no es una organización partidista y su cooperación no es discriminatoria; en todo lo que hace, tienen prioridad los niños más desfavorecidos y los países más necesitados.

UNICEF, por medio de sus programas por países, tiene el objetivo de promover la igualdad de derechos de la mujer y de las niñas y de apoyar su plena participación en el desarrollo político, social y económico de sus comunidades.

Context

UNICEF has been present in Uruguay since 1992. Since then, it has provided technical cooperation and financial assistance to the Government and to the society in different areas to promote the rights of children and adolescents and generate opportunities for all of them to achieve the full development of their abilities. UNICEF work is based on a cooperation program that is agreed with the government every five years. The current cooperation programme is under execution, with which the country will work until 2025.

This United Nations Volunteer will perform procedural activities pertaining to UNICEF’s Information and Communication Technology (ICT) systems and user support. These activities typically involve the installation and routine configuration of ICT system components and user orientation, as well as maintaining technical and user documentation and/or serving as focal point for receipt and processing of user requests. Additionally, the assignment might entail the participation and assistance in processes and/or projects that require the application of information technology training and knowledge.

Task description

Main functions for this UNV assignment include:
• Provide first-level support that includes receiving, processing, and logging service requests.
• Manage lifecycle of ICT incidents assigned to him/her in service management tool.
• Provide support in conferencing with ICT and audiovisual equipment as and when requested.
• Maintaining and updating files (electronic and paper) and internal databases.
• Maintaining ICT inventory, manuals, and other documentation. This may require the incumbent to lift, move, mount, or store equipment.
• Install/upgrade, configure (routine, standard) and maintaining systems, tools and equipment.
• Assist in routine operation and monitoring of systems to ensure business continuity.
• Provide first-level user support/troubleshooting.
• Extract data from knowledge bases and information found in the intranet to meet user needs and requests, diagnosing and correcting errors as necessary.
• Provide on-the-job orientation for users in the use of ICT systems. Prepare and/or update manuals and information repositories for training and orientation purposes.
• Assist in the generation of different reports, databases and/or tools to support Country Office operations and programmes, including supporting process automatization efforts.
• Support the implementation of ICT area’s annual work plan by performing functions assigned to this role.
• Assist in other projects that require ICT knowledge and/or expertise to support Country Office’s operations and programmes.
