Background

Under the overall guidance of the Chief, Information and Communications Technology (ICT) and the direct supervision of the Operations Manager, the ICT Associate executes ICT services in the Haiti CO, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for review and advice on the use of new technologies that will enhance the CO productivity.  The ICT Associate supports the overall management and control of expendable and non-expendable UNWOMEN CO Haiti assets, administers disposal of assets and subsequent renewal of inventory data; administers and executes processes and transactions ensuring high quality and accuracy of work. The ICT  Associate promotes a client, quality, and results-oriented approach.

The ICT  Associate works in close collaboration with the Management Support & Business Development, Programme and Operations Teams in the Country Office (CO), project personnel to exchange information and ensure consistent service delivery.

Duties and Responsibilities

1.  Introduce and implement ICT strategies and new technologies in accordance with corporate information management and technology standards, guidelines and procedures

  • Develop and review internal ICT policies and procedures in compliance with corporate ICT standards, guidelines and procedures, as required;
  • Elaborate on the content of internal Standard Operating Procedures in ICT in consultation with office management;
  • Develop and update the ICT annual work plan for the office;
  • Provide IT support in the use of Quantum (UN WOMEN’s implementation of Oracle Cloud ERP) and OneApp suite of corporate applications  for improved business results and improved client services.

2.  Ensure effective functioning of the Haiti CO hardware and software

  • Install, operate, and maintain all Haiti CO hardware equipment;
  • Provide advice on the acquisition of hardware supplies;
  • Make routine repairs and change of hardware electronic components;
  • Plan, install and maintain all communication systems including mobile and satellite phones;
  • Supervise and implement corporate UN Women software systems in the office;
  • Develop new software packages for high impact results (e.g. office management system, electronic registry, etc), following the corporate ICT standards, as required;
  • Ensure UN Women desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks;
  • Maintain an up-to-date inventory of the software and hardware.
  • Ensure confidentiality, integrity and availability of RO ICT systems and information assets;
  • Operate network utility procedures, defining network users and security attributes;
  • Establish directories, menus and drive-mappings; configure network printers and provide user access;
  • Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access;
  • Maintain up-to-date parameters of information for the network clients and electronic mail;
  • Implement backup and restoration procedures for local drives; maintain backup logs; organize off-site storage of backups;
  • Maintain measures for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities;
  • Manage Local Area Network (LAN) Infrastructure and Internet connectivity meet UN Women requirements.?

?3.  Provide web management services

  • Ensure a stable and responsive network environment based on daily monitoring of the network connections;
  • Ensure confidentiality, integrity and availability of RO ICT systems and information assets;
  • Operate network utility procedures, defining network users and security attributes;
  • Establish directories, menus and drive-mappings; configure network printers and provide user access;
  • Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access;
  • Maintain up-to-date parameters of information for the network clients and electronic mail;
  • Implement backup and restoration procedures for local drives; maintain backup logs; organize off-site storage of backups;
  • Maintain measures for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities;
  • Manage Local Area Network (LAN) Infrastructure and Internet connectivity meet UN Women requirements.

4.  Provide administrative support regarding ICT issues

  • Provide advice to the procurement of new ICT equipment for the CO/Haiti CO and Country Offices, provide technical specifications and information on best options in both local and international markets, review quotations and bids;
  • Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;

5.  Maintain the CO website and SharePoint Intranet sites

  • Provide advice to the procurement of new ICT equipment for the CO/Haiti CO and Country Offices, provide technical specifications and information on best options in both local and international markets, review quotations and bids;
  • Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;
  • Maintain the CO website and SharePoint Intranet sites
  • Provide ICT support to key events, as required.

6.  Provide technical support and advice to Haiti CO and Country Office and Programme Presence staff

  • Diagnose, evaluate, and prioritize requests for assistance from staff in Haiti CO and programme presence countries experiencing problems with hardware, application software, operating systems, networking and other computer related issues;
  • Provide strategic advice and direction to COs and programme presence countries;
  • Set up and ensure CO staff have new email accounts;
  • Ensure all ICT on-boarding requirements are met for new staff;
  • Visit field offices; provide technical support and oversight in implementing ICT systems.

7.  Facilitate knowledge building and knowledge sharing in the Haiti CO

  • Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision;
  • Organize and lead trainings for the CO/Haiti CO staff on ICT issues;
  • Ensure staff training profiles and library of reference materials are maintained;
  • Synthesize lessons learned and best practices in ICT.

8.  Implement asset management operational strategies

  • Provide technical support in promulgating asset management procedures;
  • Ensure  adherence to established policies  during the receipt of incoming fixed assets;
  • Assist with asset disposals and transfers in Quantum, adjusting costs via basic add and reinstatement of assets, in accordance with Delegation of Authority and Internal Control Framework;
  • Review assets in the Asset Module on monthly basis to ensure that all fields are complete and monitor the asset dashboard;
  • Verify accuracy and completeness of In-Service asset management report a monthly basis;
  • Collaborate with the Regional offices to address issues found during monthly reviews;
  • Assist in the review of Asset Module and In-Service reports to ensure “Capitalization” of appropriate items in accordance with UN Women’s policies governing asset classes, estimated useful lives and elements of cost; and the relevant fixed asset Quantum profiles;
  • Ensure proper “expensing” of non-fixed asset items, in accordance with UN Women’s policies and procedures and in compliance with IPSAS;
  • Provide technical support in the review of assets disposal and acquisition documentation for submission to the Acquisition Management Review Committee (AMRC);
  • Assist in the reconciliation of annual physical verification exercise results for HQ to ensure accuracy of records and location of property
  • Prepare reports or reconciliations required on UN Women fixed assets for audit purposes
  • Monitor exception reports for unusual activities, transactions, and investigate anomalies or unusual transactions.

9.  Provide technical support in the Fixed Assets Oversight management for UN Women

  • Conduct annual management checks of all assets for existence, continuing use, remaining life and obsolescence;
  • Review, verify and reconcile a variety of data and reports ensuring accuracy and conformance with administrative rules and regulations.

10.  Provide technical support to Lease Management

  • Coordinate the timely review and clearance of lease agreements and premise engagements for all UN Women locations. This includes relocations, renewals and establishment of new office locations;
  • Monitor upcoming lease expirations and communicate with office or headquarters to ensure forward planning for renewals or terminations;
  • Provide technical support to the automation of the lease management process, including coordination with the IST development teams and other internal stakeholders to ensure all requests are provided and support the rollout and training of the country offices during the implementation phase.

FUNCTIONAL COMPETENCIES

  • Excellent knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and virus protection systems;

Required Skills and Experience

Education and certification:

  • Completion of secondary education is required.
  • Bachelor’s degree in Computer Science is an asset.
  • Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified Professional (MCP) required. If certification is not available at the time of recruitment, it should be obtained within 6 months.

Experience:

  • At least 7 years of progressively responsible experience in network administration and use of hardware/software, telecommunications facilities.
  • Minimum 2 years of relevant experience in administrative support services, with a focus on asset management is required.
  • Experience in IT security is required
  • Experience in Microsoft Office365, Azure and SharePoint is highly desirable
  • Experience in business intelligence tools is highly desirable such as PowerBI, or any other tools

Languages:

  • Fluency in French and English is required.
  • Knowledge of another official UN language is desirable (Arabic, Chinese, Russian, Spanish).
