ICT Data Management Officer

How can you make a difference? 

The incumbent will support the deployment of digital health solutions to support immunization information systems and primary health care systems strengthening towards the implementation of National Health Plan 2021 – 2030. The officer will work with the National Department of Health and in-country partners to coordinate efforts to scale up of the use of mSupply and support the deployment and use of digital health solutions within the context of logistics management systems strengthening.

Roles and Responsibilities

Within the delegated authority and under the given organizational set-up, the ICT data management officer may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results. Summary of the key functions, responsibilities and related duties or tasks include but not limited to the following:

• Situational analysis of the LMIS/mSupply/Remote Health Worker Trainings
• The incumbent will support the review of the status implementation of the mSupply and vaccine visibility in the country including support to the uploading of digital content for the remote health worker training into the deployed tablets/sites (at least 300).
• Support Coordination of digital health activities with partners, NDOH and PHAs at national, provincial and Districts Levels
• The incumbent will work closely with UNICEF in organizing regular meetings of partners, administration, production and sharing of mSupply dashboard and ensuring that mSupply partners talk to each other in the implementation of activities.
• The officer will also work with NDOH to facilitate the conduct of mSupply TWG meetings with other mSupply partners
• Support the functionality of the mSupply Hub at NDOH
• Provide support to NDOH in strengthening and ensuring the functionality of the digital (mSupply) hub at NDOH through the coordination with mSupply stakeholders and building capacity on mSupply in PNG.
• Monitor the functionality of the mSupply tablets and remote temperature monitoring devices
• The incumbent will work closely with mSupply implementing partners (Sustainable Solutions, WHO, MSPNG, WVI and IOM) to monitor the functionality of the 300 tablets and 500 Real-Time Temperature Monitoring Devices (RTMD) being deployed in all the provinces. This will include but not limited to the following: 1) update operating system (OS), 2) install mSupply mobile app, 3) linking mSupply app and RTMD, 4) testing data transfer via mobile network. This support will be for all existing tablets currently being deployed as well as any additional expansion that may be required with all the tablets managed in an inventory.
• Capacity Building of HCWs on the use of Digital Health Applications – at National, Provincial and Health Facility levels
• Support NDOH and PHAs in capacity building of the health workforce to use mSupply and other digital app in the mobile device and upload & maintain the data through mSupply mobile, troubleshooting of mSupply mobile, Moodle Application etc.
• The training of HCWs will also include providing orientation to HCWs on the use of the remote healthcare workers training using the Moodle Application already installed in the tablets as part of the mSupply deployment.
• Support other health data initiatives that will strengthen capacity for improved immunization and MNCH service delivery
• Work with NDOH to facilitate the establishment of interoperability between mSupply, eNHIS, DHIS and other databases existing in the country.
• Support cold chain equipment inventory digitalization in 22 provinces.
• Proactively identify any issues and risks that might hinder deployment of digital health solutions, and work with the stakeholders to implement mitigation strategies.
• Support donor reporting with project stakeholders of digital health initiatives
• Policy and Strategic Development for Technology-enabled Programming and System Strengthening
• Provide technical inputs and assistance as needed towards the development and/review of the PNG Digital health strategy and the strengthening of PNG’s eHealth TWG and digital health architecture.

To qualify as an advocate for every child you will have… 

Education

• A University degree in computer science/engineering/software/data management/supply chain & logistic or another related field.

Experience:

• A minimum of two years of professional experience in information technology with data management and business operations in a large international organization and/or corporation is required. Experience in a UN organization is an asset. Experience in data management work for health-related field and/or in medical supply chain management related areas will be an asset.
• Certification and/or proven experience in one of these several ICT technical competencies: ICT Project Management, Data management platform/software, Business Analytics, Information Security, ICT Audit and Risk Management, Telecommunications, Networks Information Security and Software Engineering and Programming

Language and Computer literacy:

• Fluency in English is required. Knowledge of Tok Pisin (Pidgin) or local language is considered as an asset.
