The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programs globally through innovative technology -enabled solutions. 

This position will report to the ICT Specialist, P-3, 18679 in the Business Intelligence team in the Solutions Centre and Support in ICTD’s Digital Core, Valencia, Spain. 

A key perspective of the Centre’s goals is to provide adequate, user-friendly, and modern business solutions to UNICEF’s different departments and stakeholders as well as providing guidance, governance, and procedures to several enterprise processes such as data management, integration, collection, program monitoring, digital tools and platforms, and business process optimization throughout the organization. These goals are aligned with the organizational strategy, enterprise architecture, and information management requirements of UNICEF’s different stakeholders.  

The Business Intelligence team is responsible for providing all divisions, regional and country offices a flagship performance management system providing timely and accurate information across the organization via a single point of entry to facilitate, managing for results. Services include provision of analytical insights, dashboards, custom applications, data interoperability with other UN entities and participation in transparency initiatives.

How can you make a difference? 

Under the direction of the ICT Specialist, the ICT Officer (Data Integration Engineer) will work closely with stakeholders to identify business goals, adopting best practices for data collection and analysis, implementing/upgrading data pipelines, adding value-added insights and monitoring the UNICEF Data Warehouse (UDW) and make data discovery accessible by the users to help the organization achieve their desired outcomes.

The key responsibilities include: 

  • contributing and exercising UDW’s data management framework that describes the processes used to plan, specify, enable, create, acquire, maintain, use, archive, retrieve, control, and purge data.
  • researching and introducing innovative, data-driven solutions that enable the organization to make strategic decisions for the children of the world.
  • developing a collaborative working environment and will maintain effective partnerships with stakeholders, internal and external partners.

This position is based in Valencia Spain and the incumbent is expected to work primarily in Central European Time (Valencia), but with the expectation to occasionally work outside of the core working hours, especially when handling deployments and production environment/application support.

This position may oversee consultants’ work.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: A master’s degree in computer science, Information Systems or Mathematics
  • Or a First University Degree (bachelor’s degree or equivalent) with 2 years of additional professional experience in lieu. 
  • Work Experience: Two years practical professional work experience at the national/international level in a non-profit organization or corporate level.
  • Experience in data warehouse concepts (e.g., ingestion, collection, processing, storage, querying, visualization) and architecture is required.
  • Experience in/certified in Oracle (19c and beyond)
    • Strong PL/SQL and/or T-SQL programming skills.
    • Advanced knowledge of Oracle database concepts, design, performance tuning, data migration, integration
  • Experience in LINUX shell scripting : Korn shell; Python; or other similar scripting languages
  • Practical experience with SAP: Business Warehouse (BW) and/or SAP Datasphere Oracle and/or SQL Server.
  • Experience with Continuous Integration/Delivery Version Control Systems : Team Foundation Server; Redgate; Git
  • Language Requirements: fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

 

Desirables:

  • Work experience at the national/international level in the UN system with exposure to UN corporate reporting, country programming, financial accounting, or related areas would be an advantage.
  • Migrating on-premises data warehouse to the cloud
  • Experience/certified in Oracle Cloud Infrastructure (OCI) or Microsoft Azure or Microsoft Fabric
  • SAP Core Data Service (CDS) on SAP Business Technology Platform (BTP)/Datasphere
  • NoSQL, columnar, vector, cloud, graph databases, data lakes, delta lakes.
  • ETL tools (e.g., SQL Server Integration Services (SSIS) or Microsoft Azure Data Factory (ADF))
  • Architecting for Massively Parallel Processing with Databricks/Apache Spark
  • Developing APIs as a data service
  • Programming languages and libraries like Python, R, pandas
