About this position

The IDB Cities Network is a platform created to foster the exchange of knowledge and experiences among cities in Latin America and the Caribbean, with the goal of building capacities to promote sustainable urban development in the region.

We are looking for a proactive, strategic, and results-driven Cities Network Consultant. As a consultant, you will manage the implementation of the IDB Cities Network’s activities, including knowledge exchanges, capacity-building initiatives, strategic dialogues, and partnership development across cities in Latin America and the Caribbean. You will also provide technical expertise in sustainable urban development, climate resiliency and urban productivity to strengthen and increase cooperation in LAC cities.

You will work with the IDB Cities Network team, part of the Housing and Urban Development Division (CSD/HUD). The team’s goals are to strengthen the capacities of local governments in urban management and planning by promoting sustainable development practices, facilitating access to finance, advancing climate resilience, enhancing urban productivity, and expanding regional cooperation across cities. The team is also responsible for fostering regional cooperation and dialogue among local governments through knowledge exchange and the dissemination of good practices, as well as leveraging partnerships with institutions and other city networks to promote sustainable urban development in Latin America and the Caribbean.

What you’ll do:

Implement and manage the IDB Cities Network annual work plan, coordinating activities for city leaders and officials in Latin America and the Caribbean.
Incorporate cross-cutting themes related to cities’ productivity and resilience into network activities to enhance sustainable urban development.
Develop and implement in-person and virtual training programs, webinars, capacity-building activities, and instances to exchange experiences and best practices with urban-related partners at the national and sub-national levels.
Organize and coordinate strategic dialogue initiatives with mayors, high-rank officials, academia, civil society, organizations, and the private sector to strengthen strategic partnerships and alliances to promote LAC sustainable urban development and contribute to IDB’s policy dialogue.
Support the technical alignment of the Technical Cooperations documents (TC) with deliverables while ensuring contributes to project evaluation and impact assessments.
Prepare and submit proposals for funding opportunities, such as Regional Public Good (RPG) or GEF windows, to ensure funds for implementing capacity building and network activities for LAC Cities.
Develop, review, and disseminate blogs, technical documents, knowledge products, publications, event briefings, and presentation materials—including talking points for conferences, forums, and inter-institutional collaboration—on housing and urban development in Spanish and English (Portuguese will be considered a plus).
Provide technical support for key Housing and Urban Development Division initiatives, including the City Finance Secretaries Network, Localization of NDCs in Cities, and the development of the new IDB Program for Subnational Finance without Sovereign Guarantee, advancing urban resiliency and cities access to finance.

What you’ll need

Education: · Master’s degree in urban development, international development, international relations, public policy or other fields relevant to the responsibilities of the role.
Experience: At least 5 years of progressive experience in project management in urban development in LAC.
Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Citizenship: You are a citizen of one of our 48-member countries.
Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
