IDMC Data analyst consultancy: Severity assessments

BACKGROUND

The Internal Displacement Monitoring Centre (IDMC) is the world’s definitive source of data and analysis on internal displacement. Since our establishment in 1998 as part of the Norwegian Refugee Council (NRC), we have offered a rigorous, independent and trusted service to the international community. Our work informs policy and operational decisions that improve the lives of the millions of people living in internal displacement, or at risk of becoming displaced in the future.

With a team of almost 40 people in Geneva, we monitor more than 252 countries in the world for which we provide verified, consolidated and multi-sourced estimates of the number of people internally displaced or at risk of becoming displaced by conflict, violence, disasters. Our data and evidence are published on our website and via our Global Internal Displacement Database.

IDMC has developed a methodology to support national authorities and the international community better understand the severity of conditions for internally displaced people and monitor progress towards durable solutions. This approach uses quantitative data from REACH’s Multi-Sector Needs Assessments (MSNA) to compare the living conditions of internal displaced people (IDPs) and other population groups across 22 key indicators. The second iteration of this analysis was be published earlier this year. IDMC is looking for a data analyst consultant to update this analysis using the latest MSNA data.

CONSULTANCY OBJECTIVE

This consultancy is for an eight-month data analyst position to conduct the severity assessment analysis in up to 18 countries. Working under the supervision of the Data Analysis Coordinator and in close collaboration with the lead Researcher and Research Associate for this area of work, the consultant will:

  • Map all variables used in the 2024 MSNAs data analysis and identify gaps and changes in survey questions and response options compared to the 2023 MSNAs.
  • Clean and analyse household-level MSNA data for all selected countries using R.
  • Perform disaggregated analyses of the 2024 household-level MSNA data for selected countries (admin 1, cause and duration of displacement, household characteristics and other intersecting vulnerabilities).
  • Conduct statistical tests to assess the significance of differences between IDP and other population groups and to assess correlations in the data.
  • Document data limitations and caveats, including issues related to sampling design, geographic coverage and access constraints.
  • Update the PowerBi Dashboard to feature the results of the analysis.

CONSULTANCY TIME and IMPLEMENTATION TIMEFRAME

This is a consultancy of maximum 150 working days which will be spread out over the course of 8 months starting in October 2024. The consultant must be available for a minimum of 15 days per month for the first 3 months of the consultancy (October 2024 – January 2025) to ensure certain project tasks can be completed on time.

Key Deliverables:

  1. Completed mapping of the data used in the 2024 MSNA analysis, following IDMC’s standardised template.
  2. Completed and annotated R-scripts for all countries included in the 2024 MSNA analysis, including all disaggregated analyses.
  3. Consolidated dataset in an Excel format, following IDMC’s standardised template.
  4. Technical inputs for the methodological note and associated documents published alongside the dataset.
  5. Documentation of the analysis and methodology on IDMC’s GitHub Repository, with all necessary materials transferred to IDMC’s Data Analysis Coordinator.
  6. Updated and functional PowerBi dashboard, presenting key indicators, disaggregated data and comparative insights between IDP and other population groups from the 2024 MSNA analysis.
  7. A brief user guide or documentation explaining how to navigate the PowerBi dashboard and maintain data connections, with all materials transferred to IDMC’s Data Analysis Coordinator.

Skills/areas of expertise and qualifications:

  • Advanced academic qualifications, including a Master’s degree in Data Science, Statistics, Economics, Econometrics or a related field.
  • At least 3 years of relevant work experience as a quantitative researcher or data analyst.
  • Proficiency in R, with strong expertise in packages such as dplyr and survey.
  • Experience with PowerBi, including creating and updating dashboards.
  • Familiarity with GitHub and Jupyter Notebooks.
  • Demonstrated experience with and good understanding of quantitative data processing and analysis methods, including descriptive and inferential statistics of large household-level datasets.
  • Strong attention to detail and a commitment to producing high-quality work.
  • Fluency in English is required, and proficiency in French is an asset.
  • Experience or familiarity with the humanitarian/development sector would be a plus.

Pre-requisites for application:

  • Applications can be accepted only from named individuals.
  • Registration as a “sole trader” or consultant in country of residence or as employee within a consultancy company is required.
  • The consultant must provide proof of status and membership of national social security scheme before a consultancy contract can be issued.
  • The consultant must be available as of October 2024 for a duration of eight months.

MANAGEMENT

The consultant will be managed by the Data and Analysis Coordinator within the Data Management and Risk Analysis Hub of IDMC. The consultant will also work in close collaboration with the lead Researcher and Research Associate for this area of work. A detailed workplan will be agreed at the beginning of the consultancy and reviewed periodically to ensure tasks are completed on time.

*NB. This daily rate and currency will be fixed for the duration of the contract. Any payment for additional costs, third-party services or travel expenses will be discussed and decided on for each consultancy contract and thus these costs should not be listed in the application.
