Purpose, outputs and intended outcomes
The purpose of this Mapping is to understand and clearly articulate the auxiliary role of National Red Crescent Societies of Central Asia, by identifying, analysing and consolidating the different roles and responsibilities given to respective National Societies through national legislation and policies. This Mapping seeks to ensure that the auxiliary role of the National Societies is recognized and established according to the RCRC law minimum requirements, the IFRC Guide to Strengthening the Auxiliary Role Through Law and Policy.
The mapping will conclude with 2 products: (1) Regional Mapping that covers the general findings and trends of each National Red Crescent Society of Central Asia Society and an overview of the auxiliary role of each National Society as per the research template. (2) The Roadmap for strengthening the auxiliary role- that is developed based on a detailed analysis of each National Society’s experience.
The objective of the Consultancy is to support the National RC Societies’ efforts to advocate for an enhanced auxiliary role in domestics laws and policies.
Key Deliverables of Consultancy
Mapping of Auxiliary role of National Red Crescent Societies of Central Asia – Against the benchmark of the Guide on Strengthening the Auxiliary Role in Law and Policy, the Consultant will review the Auxiliary Role of the National Red Crescent Societies of Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan, based on the methodology and assessment questions as set out in Annex II of the Guide[1], (focusing on assessing (i) constitutive RC Laws, (ii) sectoral laws and policies relevant to the auxiliary role of the RC and (iii) the legal facilities that RC staff and volunteers need to carry out effectively in their humanitarian mission). He/she will prepare a report highlighting key findings and formulating key recommendations for strengthening the RC auxiliary role;

The Consultant will be supported by the IFRC Senior Disaster Law Officer for Central Asia, based in Bishkek and will report directly to the Senior Disaster Law Officer, who will be responsible for validating the deliverables.
The consultancy fee will be paid in two tranches:
