Organizational Context

 

The IFRC developed the Information Management Strategic Direction to optimise data collection, processing, analysis and dissemination to support decision-making at the Secretariat. The review will evaluate the IFRC’s Information Management work carried out in the last 4 years implemented and closely coordinated by the IFRC Secretariat team in Geneva, Regional Offices and through surge deployments to evaluate the impact, coherence and alignment with the IFRC Information Management Strategic Direction 2021-2024. This review will explore how the IM Strategic Direction is supported and aligned with the organisation’s vision strategies and plans to enhance coordination, alignment, and data-driven decision-making across the IFRC network, ensuring compliance with global standards.

The review will provide insights and recommendations for developing future strategies and plans led and supported by the IM team. The scope of future IM strategies will be considered, especially as it relates to National Societies’ own IM strategies and plans informed of this evidence base.

 

Job Purpose

 

Summary of consultancy:

  • Purpose: This review will explore how the IM strategic direction supports and aligns with the organization’s vision of enhancing coordination, alignment, and data-driven decision-making across the IFRC network
  • Target Audience: The results will be used by the membership to develop an evidence-based Federation-wide IM Strategic Direction 2025/30
  • Commissioners: This evaluation is being commissioned by IFRC NSDOC Division
  • Reports to: The reviewer will report to the Evaluation Management Team
  • Duration: The evaluation will be for 30 days over a 2-month period
  • Timeframe: January – March 2025
  • Location: The evaluation will be conducted remotely. This could include an in-person workshop

The purpose of this review is to:

  • Take stock of the achievements of the IM team in fulfilling the requirements of the IM strategic direction.
  • Identify gaps in implementation concerning the three strategic objectives:
    1. Enhanced coordination, alignment, and IM capacities.
    2. Development of robust IM solutions, frameworks, and processes.
    3. Informing decisions with robust evidence and analysis.
  • Assess the current strategic direction for its relevance, effectiveness, and efficiency in supporting IFRC operations and the membership.
  • Identify the collaboration and coordination environment for delivering the IM Strategic Objectives and provide actionable recommendations, especially around areas such as data governance, interoperability, preparedness, and accessibility across the network.
  • Provide recommendations for future IM strategies and plans, for the IFRC Secretariat and as a broader resource for the IFRC network.

Scope:

This evaluation will consider how the IM strategy has been used (and is valuable) in humanitarian response operations worldwide since 2021. The focus is on those operations requiring international support from the IFRC Network. Out of scope is the work done by the membership in advancing Information Management as the strategy was not Federation wide. But the work done by the membership can be used to inform recommendations on good practices.

The review will result in the following deliverables.

  • Inception Report: A detailed work plan and schedule for the review, submitted within 2 weeks after the start of the consultancy.
  • Debriefing meeting: A formal presentation for the evaluator/reviewer to update stakeholders on the review and findings. This will help to check data accuracy, confirm findings, and provide additional input and impressions to include in the final report.
  • Final Review Report: Comprehensive assessment of the IMS, including detailed findings and recommendations for improvement.
  • Success Stories Report: A collection of National Society success stories, illustrating the impact of improved IMS and data-driven decisions as an annex or incorporated into the final report.

Education

 

Required

  • University degrees at the graduate level in a relevant field of study.

 

Experience

 

Required

Advertisement
  • A minimum of 7 to 10 years of monitoring and evaluation experience.
  • Demonstrated experience in planning and implementing strategy evaluations.
  • Experience in qualitative data collection and data analysis techniques (especially in the design of coding schemes).

Preferred

  • Knowledge and experience working with the Red Cross Red Crescent Movement.

 

Knowledge, Skills and Languages

 

Required

  • Excellent written and spoken English skills , as well as excellent analytical, and presentation skills.
  • Strong computer skills in spreadsheet, word processing, and presentation software.
  • Familiarity with trends and developments in information management.
  • Demonstrated capacity to work both independently and as part of a team.
  • Strong interpersonal and communication skills.
