Organizational Context

 

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. As part of community health resilience initiatives, IFRC has committed to support National Society with post-COVID-19 recovery and reduce the impact of the pandemic at community level. Under global health flagships, the IFRC has also committed to support public health emergency operation and epidemic/pandemic preparedness as part of global, regional, and national health security initiatives.

 

Job Purpose

 

Under the supervision of the Health and WASH Coordinator, the Health Officer will provide technical and operational support to IFRC and Indonesian RC/PMI. Area of works includes support to diseases prevention and health promotion, service delivery in health emergencies preparedness and response, epidemic/pandemic preparedness and response, and humanitarian diplomacy under health program. This tailored support will be provided through:

  1. Support Palang Merah Indonesia (PMI) on the implementation and documentation of the Community Epidemic/Pandemic Preparedness Program (CP3) with ensuring alignment with IFRC and government strategies.
  2. Support Palang Merah Indonesia (PMI) on the implementation of Stockpiling project for epidemic/pandemic preparedness and response.
  3. Support public health emergency operations as needed and collaborating closely with National Societies (PMI and CVTL) to execute emergency actions.

 

Job Duties and Responsibilities

 

Reporting to the Health and WASH Coordinator at IFRC CCST Indonesia, Brunei Darussalam, Singapore, and Timor Leste, the Health Officer will have a diverse range of responsibilities, including:

Program and Emergency Operation:

  1. Facilitating PMI in implementing the CP3 program across three workstreams, aligned with Global Health Security and One Health.
  2. Supporting documentation and publication of CP3 activities, including operational research.
  3. Assisting National Societies in monitoring epidemiological data for early detection and coordinating response actions.
  4. Providing support for public health emergency operations and collaborating with National Societies, RCRC, government agencies, and partners.
  5. Ensuring transparent collaboration and information sharing on health emergencies with PMI, CVTL, partners, and IFRC APRO teams.
  6. Supporting the ASEF stockpiling project to enhance preparedness and response to COVID-19 and Emerging Infectious Diseases.

Knowledge Management:

  1. Supporting funding implementation under the health program and maintaining accountability according to IFRC finance and procurement procedures.
  2. Managing program PMER, including preparing accurate and timely reports for donors and government working groups.
  3. Assisting with other assignments related to public health and emergency operations as directed by the Line Manager.

 

Education

 

Advertisement
  • University degree in medical health, public health, or epidemiology
  • Master’s degree in public health (Preferred)

 

Experience

 

  • 4 – 6 years of experience with minimum of 2 years working in the area of expertise
  • Experience implementing community health programmes
  • Experience in supporting disaster emergency operation (Preferred)
  • Experience working on programme implementation with local actors and/or partners
  • Experience of working for a humanitarian organisation and/or the Red Cross Red Crescent Movement (Preferred)
  • Experience in working in developmental contexts and engaging effectively with beneficiaries especially women and children and vulnerable groups
  • Experience on supporting project planning & budgeting, supervision, and management to include monitoring and evaluation including baseline and endlines.
  • Experience of producing narrative and other project reports

Range of Salary for this position start from IDR 13,954,000 – 16,028,000
