BACKGROUND

Purpose of Activity/Assignment:

Years 2023 and 2024 have been an inflexion point for the UNICEF Immunization Programme. Much has been achieved since the development of the UNICEF Immunization Roadmap in 2017-2018 and much has changed in the external programming environment. UNICEF immunization programme seeks to strengthen its analytic capacity, evidence- based inputs into the global dialogue on progress and challenges of immunization programmes and visioning the future of immunization leveraging EPI@50 milestone. There are a variety of immunization data such as programme implementation reports, administrative data, surveys, assessments and evaluations. These data need to be packaged in a variety of knowledge products that can be used by UNICEF immunization section.

The purpose of this assignment is to use the available data sets, latest immunization studies/assessment/ evaluations, perform analysis and generate knowledge products that can inform UNICEF’s policy and programming dialogue internally, as well as within Gavi Alliance and with IA2030, and other immunization stakeholders. The knowledge products will be of various types including visualizations such as briefings, updates, maps, graphs, infographics etc.

Scope of Work:

  1. Review and analyse immunization data and findings from various sources (WUENIC, reports, Review of Immunization in Africa, surveys), synthesize global immunization evidence on prioritized topics, and package the information for various internal and external uses and events, including for UNICEF internal leadership updates, internal and external technical workshops (Global and Regional Network Meetings, Global Immunization Meeting), global public advocacy and communication events.
  2. Review, consolidate and package UNICEF inputs for Gavi engagements, including for the Board, the Programme and Policy Committee, the Alliance Partnership and Performance Team. Consolidate, analyse and package UNICEF immunization programme performance data in relation to Gavi Must Wins and programmatic areas lead by UNICEF (vaccines and immunization supply chain strengthening, demand for immunization, gender programming, integrated service delivery approaches). Compile briefing notes for and from leadership engagements in advance of Gavi governance meetings and strategic engagements.
  3. Consolidate immunization inputs into the annual reports (RAM, EDAR and GARR reports) and UNICEF global immunization products, including fact-checking and content updates.
  4. Design, administer, analyse and package rapid surveys to understand UNICEF’s view/position, approaches, challenges, insights on selected priority issues.
  5. Prepare and package public communications for Associate Director for global and regional immunization events.

Terms of Reference / Key Deliverables:

Deliverable 1 – By 30 Sept 2024

Quarterly progress report with description of activities and links to knowledge products developed as per below list:

  • Synthesis of WUENIC data analysis (2-3 decks) for planned internal and external engagements (e.g media and partners);
  • Follow-up CSO engagement survey findings and recommendations.
  • 2-3 decks and briefing notes for engagement with Gavi on CSO engagement,
  • Internal guidance note with recommendations for UNICEF COs on CSOs engagement for dissemination;
  • Immunization briefing note and deck on six-monthly progress for internal leadership update;
  • Briefing note and deck for UNICEF- Gavi leadership engagement on the sidelines of UNGA;
  • Synthesis (pager and 2 decks) of Immunization Review in Africa findings and recommendations for internal and external engagements.

Deliverable 2 – By 15 December 2024

Quarterly progress report with description of activities and links to knowledge products developed as per below list:

  • Decks and briefing notes for engagement with Gavi APPT, PPC, Alliance Leadership and Board meetings (4);
  • At least 3 decks for IA2030 and other key immunization global events (2-3).
  • Compilation of findings and recommendations from the annual immunization review – report and deck;
  • Immunization briefing note and deck for internal leadership update.

Deliverable 3 – By 31 March 2025

Quarterly progress report with description of activities and links to knowledge products developed as per below list:

  • Compilation of immunization inputs into the UNICEF annual progress reports (3)
  • Deck for engagement with Gavi APPT (1)
  • Decks for IA2030 engagement and other key immunization global events (2-3)
  • Immunization briefing note and deck for internal leadership update

Deliverable 4 – By 30 June 2025

Quarterly progress report with description of activities and links to knowledge products developed as per below list:

  • Decks and briefing notes for the Board retreat, Gavi PPC and Board meetings (3).
  • Decks for IA2030 and other key global immunization advocacy events such as WIW, WHA side events (3).
  • Immunization briefing note and deck for internal leadership update

Deliverable 5 – By 30 September 2025

Quarterly progress report with description of activities and links to knowledge products developed as per below list:

  • 2023 WUENIC data analysis.
  • A summary of findings and recommendations from an immunization survey (prioritized as per immunization workplan).
  • Immunization briefing note and deck on six-monthly progress for internal leadership update.
  • Briefing note and deck for UNICEF- Gavi leadership engagement on the sidelines of UNGA;
  • Internal survey/analysis as per identified priority (1)

Deliverable 6 – By 20 December 2025

Quarterly progress report with description of activities and links to knowledge products developed as per below list:

  • 2023 WUENIC data analysis.
  • A summary of findings and recommendations from an immunization survey (prioritized as per immunization workplan).
  • Immunization briefing note and deck on six-monthly progress for internal leadership update.
  • Briefing note and deck for UNICEF- Gavi leadership engagement on the sidelines of UNGA;
  • Internal survey/analysis as per identified priority (1)

Estimated 3 travels over 1.5-year period.

Qualifications

Education:

An advanced master’s degree level. Enter Disciplines: Advanced university degree in public health, epidemiology, health economics, international health relations, or another related fields.

Work experience:

  • At least five years of professional experience in public health, health programme management, monitoring & evaluation, health communications, or a related field.
  • Experience working in immunization with at least some experience in lower income countries.
  • Knowledge of UNICEF immunization and Gavi programming.
  • Experience in project management, communication, and/or monitoring, learning & evaluation.

Competencies/Knowledge:

  • Excellent written and oral communication skills, including advanced PowerPoint/design skills.
  • Strong analytical skills and experience synthesizing information from multiple sources. Ability to use data management and analysis software, such as R or Stata, and other digital tools for data visualization (i.e., ArcGIS, Tableau) is an asset.
  • Demonstrated ability to work independently.
  • Ability to work in a multi-cultural environment and effectively collaborate across multiple teams.
  • Fluency in English (both written and spoken) is required. Good knowledge of French, Spanish or another UN language is a strong asset.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
