Given the new direction, countries are recommended to develop comprehensive immunization plans that consider and cost all aspect of the immunization system, bringing visibility to Governments’ and Partners’ resource contributions. The National Immunization Strategy (NIS) is a high-level strategic document that frames realistic expectations within resource envelopes. It is a country-owned document that builds on learnings from the cMYP and aligns to the Regional Strategic Plan for Immunization (RSPI) towards achieving IA2030.

In recognition of the increasing and ever-critical role of domestic resources in funding immunization programmes, a stronger focus on domestic budget negotiation has been integrated into the process for designing a national immunization strategy that is tailored to the expected resource envelope. The aim is to engage in dialogue with the relevant government entities to ensure strong and sustained support for an adequate domestic budget for immunization. The NIS will streamline costing approach and support budget dialogue and financing to strengthen in-country development process and improve health outcome.
Specific objectives:

  • To conduct situation analysis of the country’s immunization programme
  • To develop strategies to improve and sustain immunization programme performance
  • To develop monitoring and evaluation mechanisms to track performance
  • To cost the NIS and initiate budget dialogue with key stakeholders
Expected Assigned Duties/Work to be Performed:
In close collaboration with technical officers in WHO and under the guidance of the WHO Country representative, the consultant will support the Ministry of Health (MOH) in the following:
  • Lead the development of the country’s NIS;
  • Coordinate inputs of stakeholders and technical working groups for the various thematic areas;
  • Draft, review, and finalize the NIS policy document;
  • Lead dissemination and budget dialogue with stakeholder;
  • Support the team to come up with annual operational plan;
  • Participate in a final debriefing exercise with senior officials of the Ministry of Health and WHO to disseminate the information on the assigned task;
  • Provide a complete written report on mission exercise to the Ministry of Health and the WHO country Office before departing from the mission.
Deliverables:
  • Preparation: Updating the developed workplan, including a stakeholder engagement plan and ToRs for Steering Committee and key teams/ working groups. Collection of documents for situation analysis.
  • NIS planning complete and documentation available by the end of January 2024;
  • Situation Analysis: Review of existing documents related to immunization and the health system (plans, reports, reviews, assessments, surveys) to understand the underlying factors and root-causes of the successes and failures of the immunization programme, draft situation analysis will be prepared, discussed and agreed with stakeholders.
  • Consolidated situation analysis report by the end of February 2024;
  • Strategy Development: Using the consolidated situation analysis, identifying the key opportunities and obstacles for achieving the objectives, for example, political, social or economic factors, based on which, interventions will be identified to either capitalize on these opportunities or mitigate against factors that could threaten the achievement of the objectives.
  • NIS vision and consolidated 5 years objectives with interventions to achieve them by 15th March 2024;
  • M&E mechanism: Develop the monitoring and evaluation (M&E) framework that will be used to measure progress on NIS implementation and to take corrective action when needed. Assigning specific and measurable indicators is and accountability for achieving the indicators.
  • Monitoring and Evaluation Framework by 15th March 2024;
  • Resource estimates: Estimate the resource requirements for implementing them using NIS.COST.
  • Resource requirements for the NIS by 15th March 2024;
  • Budget dialogue: Support on dialogue around NIS budget requirements with the government and external health partners and if sufficient resources are available, scaling back the roadmap to align with a realistic expectation of committed resources.
  • Consolidated budget for the NIS by 15th March 2024;
  • Approval and endorsement: Ensure the final NIS document is endorsed by the relevant in country stakeholders and any legal act or regulations needed to approve the NIS document and transform it into a governance tool are considered.
  • Final version of NIS document with budget estimates submitted to MoH for endorsement by the end of March.
