Background

 

The Strengthening Community Preparedness, Rapid Response, and Recovery (or SHARPER) was a two-and-a-half-year project (starting in 2020) implemented by the People’s Disaster Risk Reduction Network (PDRRN) and Center for the Development of Indigenous Science and Technology (SIKAT) with support from Oxfam Pilipinas, in 32 villages (barangays) within Eastern Samar and Catanduanes provinces in the Philippines.  The project was part of the Asia Community Disaster Preparedness and Transformation (ACT) Program that also ran in three other countries – Indonesia, Nepal, Bangladesh.  The regional program was funded by Margaret A. Cargill Philanthropies (MACP) and Oxfam America.

The SHARPER project partners set the following target outcomes:

Outcome 1:  Strengthened, replicated, and sustained capacities of project partner communities to co-lead with local authorities preparedness, response and recovery programs for small-scale disasters

Outcome 2:  Livelihoods of most vulnerable socio-economic groups can respond and recover from recurrent natural disasters through increased access to markets, safe water, and pre-disaster financial and ecosystem-based asset protection programs

Outcome 3:  Local and regional learning and good practices for improving disaster risk reduction approaches across the humanitarian sector are advanced by Oxfam Pilipinas and local actors

Reaching the tail-end of implementation, both SHARPER project and ACT regional program are now carrying out summative evaluations to look into how these efforts contributed to observed changes in behavior and practices of key local DRR actors.  A follow up two-year phase is also in the horizon, which would involve both sustaining and replication strategies with old and new partner communities.  In view of these, SHARPER partners and Oxfam Pilipinas are proposing an impact evaluation to look into concrete shifts in the conditions of partner communities particularly in relation to Outcome 2.

The present Terms of Reference (ToR) outlines the relevance, objectves and key learning questions, proposed methods, gender parameters, and timeline for the proposed impact evaluation, and is aimed to guide the recruitment and subsequent work of an independent impact evaluation consultant.

 

 

Scope of Work

Expected deliverables from the engagement will include the following:

1. Inception report –
Not more than ten (10) pages.  Should outline the consultant’s understanding of impact evaluation’s rationale, objectives, methods, and other parameters.  Draft of evaluation tools, detailed work plan, and data protection and management plan (including informed consent forms, and provisions for the storage and handling of audio and video recordings, transcripts, photo documentation) may be annexed.  Initial draft of inception report for review by partners/OP, and to be revised accordingly.  

2. Impact evaluation report – Not more than fifteen (15) pages, excluding the annexes.  To include an executive summary, brief background on the WEE SAFE project, concise discussion on the impact evaluation – rationale, objectives, methods, key findings (around the identified outcome indicators, evidence of impact, and evaluation questions), recommendations.  Consultants should optimize use of summary tables, charts, graphs, and visuals to present a good, compact report.  Technical details in coming out with key findings should be annexed.  A draft should be submitted to Oxfam Pilipinas for review by the program team and project partners, and subsequent revision for the final evaluation report.

3. Presentation deck – Deck used by consultants in presenting the key findings to partners and Oxfam Pilipinas team during the sensemaking may be revised and submitted as part of outputs.

4. Impact evaluation results brief – Not less than four (4) pages, excluding diagrams, charts, pictures.  It should provide a brief backgrounder on the SHARPER project and IE, outline the IE’s key findings, and highlight recommendations or implications for programming, influencing, and future learning of OP and partners.
