To promote the self-organization capacities of persons with disabilities in Jordan and members of the available OPDS through providing comprehensive and intensive training on the content of the UNCRPD and national legislation in preparation for the Global Disability Summit 2025

Objective of the assignment and deliverables

The objective of the assignment is to conduct a Bridge CRPD-SDG Training and a consultation to define priorities for the Global Disability Summit 2025 (GDS) in order to strengthen Jordanian organizations for persons with disabilities (OPDs) in their capacity to advocate for their rights.

The results of the consultation will inform the GDS pre-summit in Jordan (2024) as well as the GDS (2025) itself. A presentation of the results during the pre-summit is envisaged.

  1. Deliverables:Implementation of a Bridge CRPD-SDG Training for a total of 25 participants in line with the criteria of Bridge CRPD-SDGs Training Initiative[1]. The training shall comprise of two modules with seven days of training per module over a period of six months. Between both modules a guided self-learning component shall take place:

Module I will train participants on the content of UN CRPD and SDGS as well as national legal rights while making linkages between the human rights-based approach to disability and the SDGs

Module II will focus on building capacities to leverage public policies towards the realization of disability inclusive development in line with the CRPD, including legal harmonization, programming, data, budget advocacy. Module II also has a component of a policy exchange with important stakeholders in the country including UN agencies, donor organizations, mainstream NGOs etc.

Between the two modules a self-learning component will take place during which participants are assigned to mentors and are supported to develop a policy paper, capturing an issue at the national level which is examined from the lens of the CRPD.

  1. Facilitation of a consultation with 50 participants:Immediately after the completion of training module II, a consultation shall take place between a larger group of Jordanian OPDs, including the Bridge CRPD-SDGs alumni, and other relevant stakeholders to provide a space for OPDs to express their priorities and to develop possible advocacy activities in the run-up to GDS 2025. Prior to the consultation, a half day workshop for 35 OPD representatives, including 25 Bridge training participants, shall be organized to introduce them to the GDS process. The Consultation as well as the preceding workshop shall take place in inclusive and participatory formats.

Tasks:

  • Conceptual and logistical preparation and implementation of training modules and consultation (incl. prior workshop) in Arabic and in line with the criteria of the Bridge CRPD-SDGs Training Initiative. This includes but is not limited to:
    • Development and adaptation of training curriculum (module I & II) and consultation/workshop agenda
    • Identification of training I&II and consultation participants in line
    • Preparation of training I&II and consultation, including identification of facilitators, logistics for participants and facilitators
    • Conduct training I&II and consultation
    • Mentor self-learning component between training module I &II
    • Provide certificates to all participants who successfully completed training module I & II
    • AHS shall receive a summary report after completion of each training module and the consultation with key outcomes and learnings

Timeline

Training Module I is planned for quarter 2 2024 and module II and the consultation for quarter 3 2024.

Requirements

  • An action plan is required for the training modules implementation and the six-months self learning follow-up and consultation to follow up on the training progress

Required experience and qualifications

  • Profound work experience in disability inclusion and UNCRPD

  • Proven expertise of the national/local context and legislation on inclusion

  • Prior experience in the conduct of Bridge CRPD-SDG trainings (proof to be submitted in proposal)

  • Excellent English language skills; Proficiency of facilitators to conduct the trainings, mentoring and workshop in Arabic

  • Proven record of carrying out similar tasks in the region and/or internationally.

    Language of Proposal:

    The Proposal, as well as all correspondence and documents relating to the bid, shall be written in English language. Supporting documents and printed literature furnished by the Bidder may be in another language provided they are accompanied by an accurate translation of the relevant passages in English.

    Payment schedule:

    Payment is provided in three installments after approval of respective reports based on proper invoices:

    1-After singing the contract: 30%.

    2-After successful completion of training module I: 40%.

    3-After successful implementation of all training modules, consultation and workshop: 30%
