JOB SUMMARY

 

Result of Service

Under the overall guidance of the Representative UNODC COPAK, and in close coordination with the Advisor Sub-Programme I (transnational organized crime and border management), the International Consultant will conduct the following key tasks: • Conduct a 10-day advanced in-flight security officer training program in Karachi, integrating global best practices.

• Draft a comprehensive training manual for Airports Security Force (ASF) that covers all elements of risk assessment, strategies, indicators, response, communication, intervention, etc.

• Conduct a two days validation workshop with master trainers of ASF in Pakistan to gather feedback on the developed training manual, followed by incorporating that into the final draft.

Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme (CP) III, 2022-25 with a focus on transnational organized crime and border management, criminal justice and drug demand reduction and HIV/AIDS.

As part of the CP there is significant strategic planning and coordination required with the Government to implement its Sub-Programme I on Transnational Organized Crime and Border Management.

To deliver technical assistance to the Airport Security Force (ASF), UNODC Pakistan requires the services of an international consultant – Inflight Security Officer with experience in security, civil aviation, transportation, transnational organized crime. The consultant will work under the framework of the UNODC Country Programme in Pakistan III (2022-2025) supporting a project under the Sub-Programme I framework agreed with the Government of Pakistan through which technical assistance would be delivered to the Airport Security Force.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related field is required.

A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.

Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

A minimum of fifteen (15) years of relevant progressively responsible policing experience especially in Air Marshal/InFlight Security Officers programmes with experience in working with foreign air transportation organizations on security related matters is required.

Knowledge of national Air Marshal/Inflight Security Officer programmes is required Specialized training in Federal Air Carrier Programme dealing with passenger risk profiling is required. Experience in the development and delivery of technical assistance tools and capacity-building training to national officials is required.

Knowledge on international best practices related to countering transnational organized crime threats at airports is required Ability to analyze and formulate strategies is required Ability to establish effective working relations in a multicultural team environment is required Demonstrated capacity to communicate effectively; resource management; capacity to plan and organize programme effectively is required

Languages

English and French are the working languages of the United Nations Secretariat.

For this post, fluency in oral and written English is required.

Knowledge of another official United Nations language is an advantage.
