Job Purpose

As one of two members of the GICHD Incident management Committee (IMC), uphold the integrity of the GICHD through:

(1)  ensuring a confidential, transparent and safe assessment and processing of complaints regarding possible violations of the GICHD Code of Conduct or other compliance procedures;

conducting investigations into certain complaints types (“Category 1 concerns”) and reporting the outcome to the GICHD Director; sending other complaints (“Category 2 concern”) and complaints against Heads of Division or higher for external investigation. 

Key responsibilities

Jointly with the second member of the GICHD Incident Management Committee (the GICHD Safeguarding Manager): 

  1. Assess all formal complaints sent to the Incident Management Committee, interviewing involved parties as appropriate, and ensure follow-up;
  2. Decide on, and implement, any interim remedial action;
  3. Send “Categaory 2” complaints for external investigation (Category 2: suspicion of sexual harassment, psychological harassment, sexual exploitation, abuse, fraud, corruption, embezzlement, or nepotism) and act as GICHD focal point during external investigations;
  4. Review, challenge and formally approve any report prepared by external investigators on Category 2 complaints;
  5. Investigate all other complaints related to the GICHD Code of Conduct or compliance policies (“Category 1” complaints) and prepare detailed investigation reports;
  6. Communicate outcome of all investigations to the different stakeholders in the process; present (summary) investigation reports where appropriate to the Director and/or at disciplinary hearings, as appropriate;
  7. Maintain case reporting and case management records of all reported claims, in line with legal obligations and limitations;
  8. Provide statistics and other reports as required by the Safeguarding Accountability Framework.

 Qualifications and professional experience

  • Law degree and documented specialist knowledge in individual and collective employment law, data protection and corporate/foundation governance
  • At least 10 years experience in Code of Conduct and general complaints handling, investigations and related report-writing
  • At lest 5 years experience in representing employees or employers before Swiss labour tribunals

 Knowledge, skills and competencies

  • Ability and availability to carry out the key responsibilities upon request and at short notice
  • Native or near native English; French and other languages an asset;
  • Excellent drafting, communication and interpersonal skills;
  • Ability to work independently and collaboratively within a multidisciplinary, multicultural team;
  • Evidence of exemplary levels of discretion and integrity.

Contract information

  • Services to be provided under a consultancy contract
  • Scope of engagement: ad-hoc
  • Financial proposal based on an hourly rate; this rate is to include any expenses related to commuting to the GICHD offices and/or any work equipment used by the consultant.
  • Start date: 1 October 2024
