The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.
The Office of Global Energy Relations (GER) was created to strengthen IEA engagement with key Accession, Association and partner country governments, stakeholders and international organisations as well as to ensure internal coordination of these activities. The Division for Asia-Pacific and Partnerships is responsible for coordinating and developing the Agency’s engagement with countries in the region, including activities under the Clean Energy Transitions Programme (CETP), which encompasses high-level dialogue, collaborative analytical work, peer- reviews, technical cooperation, as well as training and capacity building.
The IEA/GER is looking for an India Programme Officer who will assist the India Programme Manager to build effective relations, substantive work, dialogue and co-operation with key stakeholders in India, and to contribute to analysis of energy developments in the country. The selected candidate will be part of a team of enthusiastic professionals reporting to the Head of Division for Asia Pacific and Partnership.
Job Description
Main Responsibilities
Programme Management
- Support the Agency’s work on India, including CETP projects, that would influence energy policy making in India in line with the needs and priorities agreed by Member countries, including by ensuring horizontal collaborations across the Agency to leverage relevant expertise within the Agency.
- Support the broader activities of the Agency on India through analytical, written and verbal contributions including reviewing reports and publications, development of web content and briefs on all aspects related to India.
Analysis, Drafting and Policy Recommendations
- Monitor and analyse developments in energy issues related to India, the evolution of its energy policies and the economic and political implications of its energy linkages to global and regional markets, and ensure that Agency staff is informed of emerging and important developments in these countries.
- Prepare briefing material and other inputs for senior management missions to India, as well as draft relevant analytic documents and papers, for consideration by IEA Committees, or for publication.
Liaison and Outreach
- Support the India Programme Manager in enhancing IEA relations with India, including its institutional engagement with the Government of India, both at a technical and high level, including through maintaining and developing good contacts with policy-level government officials, other international organisations, industry, research institutes, universities and NGOs.
- Organise and co-ordinate relevant bilateral and multi-lateral events and activities with India. Promote the work of the Agency externally to a wide range of audiences through workshops and holding bilateral meetings.
- Prepare and participate in meetings of the IEA Governing Board, the Standing Group for Global Energy Dialogue and other IEA meetings as required, as well as relevant meetings of other international organisations.
Qualifications
Ideal Candidate Profile
Academic Background
- An advanced university degree(s) in relevant disciplines, such as international relations, economics, and/or energy studies or related field(s).
Professional Background
- Five to seven years of experience working on international relations, energy, economic and/or climate issues, with a strong preference for candidates with experience in and knowledge of India.
- Policy experience, preferably in the energy field, with a national government, international organisation, the private sector or academia/research. Experience of working with stakeholders in India would be a strong advantage.
- Ability to synthesise complex results and present them to a non-specialist audience.
Languages
- Excellent knowledge of written and spoken English. Working knowledge of other languages would be an advantage.
Core Competencies

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
- 2-year fixed term appointment, with the possibility of renewal.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
- Depending on level of experience, monthly salary starts at 6 665 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information
- Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
Selection Process
- All applications are screened based on the criteria for the position. For candidates who are screened-in, written tests and/or video-recorded interviews are foreseen in the first half of March and panel interviews are planned toward the second half of March 2024.
