Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 216 projects in 129 countries and has committed USD 12.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
The mission of the Office of Sustainability and Inclusion (OSI) is to ensure environmental and social co-benefits for people and planet and in parallel to apply a suite of related policies and safeguards standards. OSI manages and applies the environmental and social safeguards standards and the Revised Environmental and Social Policy, as well as safeguards against sexual exploitation, abuse and harassment; ensures a gender-responsive approach through gender mainstreaming in line with the Updated Gender Policy; drives implementation of the Indigenous Peoples Policy and supports the Indigenous Peoples Advisory Group. We provide expert assessments and advice, and undertake due diligence on environmental and social matters, to successfully execute GCF’s mission and ensure that investments are sustainable and inclusive.

The Indigenous Peoples Specialist will integrate Indigenous Peoples considerations in all of the Fund’s operations, policy work and initiatives; and will undertake relevant due diligence on Funding Proposals. The Specialist supports the Secretariat and accredited entities in addressing Indigenous Peoples concerns as well as other social safeguards aspects and thus facilitates compliance with the Fund’s Indigenous Peoples Policy and ESS standard 7. The Specialist will support the Indigenous Peoples Advisory Group (IPAG) and will contribute to the Fund’s knowledge management. The Specialist also provides input for developing the capacity of internal and external stakeholders to incorporate Indigenous Peoples considerations in GCF operations and activities.

Purpose

  • Ensure the effective implementation of the Fund’s Indigenous Peoples Policy, reflecting good practices and innovations in the inclusion of Indigenous Peoples, and their knowledge, in climate change action
  • Adapt relevant policies and practices, including environmental and social due diligence, to ensure effective management of potential risks and impacts of GCF activities to indigenous peoples

Engagement

  • As part of a team, support the Indigenous Peoples Advisory Group in the implementation of their workplan;
  • Advise, through substantive technical inputs, on effective means of incorporating Indigenous Peoples’ considerations, their knowledge, and other relevant issues in the policies, processes and activities supported through GCF;
  • Build synergies with GCF stakeholders including IPO networks;
  • Support relevant senior Specialists and the Manager with regards to the organization of meetings of the IPAG;
  • Strengthen capacity and enhance knowledge on the importance of including Indigenous Peoples voices and Indigenous Knowledge in climate action

Delivery

  • Deliver effective due diligence and technical assessments to ensure that GCF-financed activities safeguard Indigenous Peoples and their rights;
  • Deliver advice and assessments to ensure that Indigenous Peoples benefit from GCF finance;
  • Optimize social due diligence and performance reviews, including its processes, to enable effective application of the Fund’s Indigenous Peoples Policy and ESS standard 7.

Requirements (Education, experience, technical competencies required of the job)

  • Master’s degree in social sciences and management, environmental management, economics, social development, sociology, anthropology, Indigenous Peoples studies, or other relevant fields. Additional two years of relevant experience is acceptable in lieu of a Masters degree.
  • At least seven (7) years of relevant international experience in the areas of Indigenous Peoples policy development and implementation, social safeguards, design and monitoring of climate change and development, advocacy and capacity development relevant to Indigenous Peoples, and other relevant fields
  • Fluency in English is essential; knowledge of another United Nations language is an advantage, particularly Spanish and/or French.
