To conduct a comprehensive review of Humanitarian Needs Overviews (HNOs), Humanitarian Response Plans (HRPs) review of HNO/HRPs
and actions taken by agencies to achieve those stated goals over a five-year period to identify gaps and assess progress in incorporating the needs and rights of people with disabilities into humanitarian planning and response efforts in Mozambique.

Scope of Work:

This consultancy aims to conduct a comprehensive review of HNOs, HRPs and response actions taken by UN Agencies in Mozambique over the past five years. By analyzing past and current HNOs and HRPs, the consultancy will provide valuable insights into the effectiveness of disability inclusion efforts and recommend strategies for improvement. In addition to this retrospective analysis, the findings will influence inclusion of disability in the Common Country Analysis (CCA) for Mozambique thereby which ultimately facilitate integration of disability considerations into the core of UN initiatives, ensuring that future humanitarian and development plans are more inclusive and equitable.

 

Assignment Purpose, Objectives and Scope

The main objective of this consultancy is to evaluate the integration of the needs and rights of people with disabilities into the Humanitarian Needs Overviews (HNOs) and Humanitarian Response Plans (HRPs) in Mozambique over the past five years. This includes identifying gaps, assessing progress, and providing recommendations to enhance disability-inclusive humanitarian planning and response efforts.

 

The specific objectives are:

  • Carry out pre-and post-intervention assessments of HNOs and HRPs and programs (Desk Review) over a five-year period to identify gaps in the incorporation of the needs and rights of people with disabilities within the HNOs and HRPs in Mozambique over the past

five years.

  • Evaluate the progress made in integrating disability-inclusive considerations into humanitarian planning and response efforts in Mozambique during this period.
  • Assess the measures implemented by agencies over a five-year span to advance the integration/mainstreaming of the needs and rights of individuals with disabilities in humanitarian response initiatives.
  • Develop recommendations for further strengthening disability-inclusive humanitarian planning and response efforts in Mozambique based on the findings.

Approach

The selected consultant should provide a combined methodology to undertake the review, as outlined in the background. Key steps should be considered, such as the proposed below:

  • Conduct comprehensive desk review of HNOs, HRPs, and relevant data, reports, and related literature over the past five years; compare and analyse pre-intervention and post-intervention documents to identify gaps in the incorporation of the needs and rights of people with disabilities.
  • Conduct interviews, surveys, and focus group discussions with key stakeholders, including representatives from humanitarian organizations, government agencies, humanitarian cluster leads, Humanitarian Coordination Teams, and organizations of persons with disabilities.
  • Analyse the findings from the gap analysis and progress evaluation to identify areas requiring further improvement and collaborate with experts in disability-inclusive humanitarian planning to formulate practical, actionable, specific, evidence-based recommendations aligned with international best practices and standards for disability inclusion in humanitarian planning and response.

To qualify as an advocate for every child you will have… 

An advanced university degree (Master’s or higher) in  

Development Studies/international Development; Humanitarian Studies; Sociology/Social Sciences; Public Health; Disability Studies; Anthropology; Governance or a related field.

Knowledge/Expertise/Skills required:

  • At least 5-7 years of experience in humanitarian planning and response, preferably within the context of Mozambique or similar regions
  • Proven track record of working on disability inclusion within humanitarian or development programs with experience in evaluating and promoting the rights of people with disabilities in such contexts.
  • Experience in conducting program evaluations, including gap analysis, progress assessments and familiarity with both qualitative and quantitative research methods.
  • Experience in engaging with a wide range of stakeholders, including government agencies, non-governmental organizations, OPDs and affected communities.
  • Strong analytical and report-writing skills with ability to produce high-quality, well-structured reports that are accessible to a wide audience.
  • In-depth knowledge of international humanitarian standards and frameworks, such as the Humanitarian Inclusion Standards for Older People and People with Disabilities, the Sphere Standards, and the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action.
  • Familiarity with the humanitarian context in Mozambique, including understanding of the socio-political and economic factors affecting people with disabilities

  • Strong verbal and written communication skills, with the ability to effectively communicate complex concepts to diverse audiences and ability to work collaboratively with diverse teams and stakeholders, fostering a participatory approach to project implementation.
  • Fluency in English, both written and spoken, is required
  • Proficiency in Portuguese is highly desirable, given the context of Mozambique.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
