Individual Consultant For Gcf Readiness Needs Assessment

As part of its commitment to supporting Cambodia’s green growth agenda, GGGI seeks an individual consultant (the “Consultant”) to join its Cambodia country office. The Consultant will play a vital role in assessing Cambodia’s readiness to access funding from the GCF and in developing proposals for climate projects aligned with national priorities.

The Consultant will contribute to strengthening institutional capacities, facilitating the integration of climate priorities into key economic sectors, and will work closely with the Ministry of Environment (MOE) as an NDA, development partners, financial institutions, relevant line ministries, and GGGI country teams and experts at GGGI’s headquarters proactively and independently.

The Consultant will undertake the following tasks:

  • Desk Review and Proposed Methodologies: Review relevant documentation provided by the RGC, including existing climate strategies, policies, and regulations related to climate finance access and management by NDA.
  • Review existing national policies, strategies, and documents related to climate change and finance
  • Analyze previous readiness support programs and assessments conducted in the country if any
  • Develop a proposed methodology for conducting the readiness needs assessment, including data collection methods and tools
  • Stakeholder Consultations: Conduct consultations with key stakeholders, including relevant line ministries, financial institutions, DAEs, and development partners. The purpose is to gather information on:
  • Existing capacity and needs of DAEs for accessing and managing climate finance
  • Existing financial instruments and mechanisms for private sector involvement in climate finance
  • Potential challenges and opportunities for private banks
  • Organize meetings with relevant stakeholders, including government agencies, private sector representatives, civil society organizations, and marginalized groups
  • Facilitate workshops and focus group discussions to gather input on readiness needs and priorities
  • Incorporate feedback from stakeholders into the readiness assessment methodology
  • Readiness Needs Assessment: Based on the desk review and stakeholder consultations, conduct a comprehensive needs assessment to identify:
  • Conduct a comprehensive assessment of institutional capacity related to climate finance governance, including the effectiveness of the NDA and other relevant institutions
  • Evaluate stakeholder engagement mechanisms and multi-stakeholder coordination structures
  • Assess technical skills and capacities for climate finance programming, implementation, and monitoring
  • Identify gaps and areas for improvement in policy frameworks, regulations, and guidelines related to climate finance
  • Analyze barriers to accessing and effectively utilizing climate finance, including financial, technological, regulatory, and capacity-related challenges
  • Financial needs for capacity building and accreditation of DAEs
  • Potential sources of funding to address the identified financial needs
  • Options for meeting the funding requirements outlined in the NDC
  • Action Plan Development: Develop a detailed action plan that outlines specific recommendations, timelines, and resource requirements for:
  • Addressing the capacity gaps of DAEs
  • Mobilizing both national and international climate finance resources
  • Exploring market mechanisms to attract private capital for climate action
  • Strengthening the enabling environment for private sector engagement in climate finance
  • Based on the findings of the needs assessment, develop a detailed action plan outlining specific steps to address identified gaps and priorities
  • Prioritize action items based on urgency and potential impact, taking into account stakeholder input and available resources.
  • Define clear objectives, timelines, responsibilities, and indicators for monitoring and evaluating the implementation of the action plan.
  • Develop Proposal for a Multiple-Year Readiness: Based on the needs assessment and action plan, assist the RGC, the MOE in drafting a compelling and well-structured Readiness Proposal.
  • The proposal should clearly demonstrate the country’s commitment to addressing climate change through NDC implementation.
  • It should showcase the potential and benefits of supporting DAEs in accessing private finance through on-lending and/or blending mechanisms.
  • Compile the results of the readiness needs assessment and action plan into a comprehensive proposal for multiple-year readiness support
  • Align the proposal with the guidelines and criteria specified by the GCF for multiple-year strategic readiness implementation requests.
  • Include a detailed budget, timeline, and work plan for the proposed readiness activities, ensuring they are consistent with the country’s priorities and capacity-building needs

EXPERTISE REQUIRED

  • Master’s Degree in environment and natural resource, economics, environment and development studies, environmental law, agriculture, policy and international relations, business administration, or other related fields.
  • Senior professional with at least five (5) years of experience in the field of institutional development or change and projects/programs in the field sustainable development, environment, climate change and climate finance in international organizations.
  • Familiarity with the UNFCCC protocols and climate change negotiation process.
  • Demonstrated ability and experience in resource mobilization and bankable proposal development.
  • Familiarity with the international climate finance source including GCF, the role of NDA to GCF, and no objection process is an added advantage.
  • Strong understanding of climate finance mechanisms, including Direct Access Entities and private sector engagement.
  • Experience working on projects related to institutional capacity building and developing action plans.
  • Expertise in environmental and social safeguards (ESS) frameworks applicable to climate finance.
  • Knowledge of the operations of the Ministry of Environment (MOE), Ministry of Public Works and Transport (MPWT), Ministry of Industry, Science, technology, and Innovation (MISTI), Ministry of Economy and Finance (MEF) and other line ministries are an added advantage.
  • Ability to integrate gender equality and social inclusion.
  • Exceptionally good communication for both Khmer and English, networking, and interpersonal skills.
  • Computer literacy in Microsoft packages (MS Word, MS PowerPoint, MS Excel, and Outlook).
  • Strong self-motivation and innovative skills, with the capacity to work independently and meet deadlines.
