Description of the Assignment:  


Scope of Work


The consultant will be required to conduct a Learning Needs Assessment of selected justice sector programmes and services being implemented by the Ministry of Justice and the Courts. The primary objectives of this consultancy are to: 


(1) Conduct a Learning Needs Assessment utilizing a mix of primary research and consultation methodologies, and prepare an outcome report that provides a summative analysis of justice sector learning needs, including an analysis of the following:

a. The human resource challenges currently being experienced and/or likely to be experienced because of the current and planned key programmes and services of the Ministry of Justice and the Courts.

b. Training needs that are specific to the justice sector, including: 

The orientation and on-the-job training requirements for strengthening key justice sector programmes and services.

Specific skills and capacities required within the justice sector, for which training is not readily accessible from local learning institutions.

Knowledge areas that will need to be built to fulfill the service delivery and performance management goals and targets of the MOJ and the Courts.

c. Skills and competences required to n expand alternative justice services, integrating social justice considerations in justice services, and enhancing community-based justice services. This should include the skillsets required within the Justice sector to support the evolution of justice services and programmes which meaningfully respond to social context issues and provide more targeted services to vulnerable groups, including persons with disabilities and those in rural or underserved communities.


(2) Prepare recommendations for expanding the training programmes offered by the Justice Training Institute in response to the training needs identified, including:

a. Recommendations outlining the type and scope of courses and training programmes to be offered by the JTI, in response to current gaps and challenges.

b. Recommendations on the types of training modalities (in-person, online, hybrid, on-demand, self-paced etc.) that would best address current gaps and challenges.

c. Where relevant, information on certification and accreditation options associated with each recommendation.
