The Department of Water Supply and Sewerage Management (DWSSM) has been collaborating with development partners, including UNICEF, to support local governments in sector planning, monitoring, and institutional setup. Presently, over 450 local governments have either prepared or are progressing towards developing N-WASH Management Information System (MIS)-generated WASH Plans. UNICEF, along with other agencies, has played a pivotal role in supporting local governments, and its commitment to strengthening the planning and implementation capacity of provincial and local governments in the WASH sector continues. Over the past four years, DWSSM, with technical assistance from UNICEF, has actively supported local levels in advancing WASH sector governance. With UNICEFF’s technical assistance the N-WASH tool has been enlarged/modified to integrate specific WASH related data from other sectoral data sets, such as HMIS and EMIS. The NWASH has been hosted into the Govt domain is in use of many agencies. However, its smooth operation and aiding/guidance to different agencies/users is a big challenge. Moreover, there is a critical need to integrate the NWASH system into the governance structures of all local and provincial governments. The ongoing success of WASH sector governance therefore requires a continuous support and expertise from DWSSM. UNICEF, in particular, is committed to providing technical assistance to DWSSM not only to WASH sector governance specific areas but also to strengthening the NWASH MIS operating system at all level

How can you make a difference? 

The overall objective of proposed assignment is to provide technical assistance to DWSSM for strengthened comprehensive NWASH MIS that is in line with improved federalization of WASH sector governance at all levels. 

The specific objectives include:

1. To contribute to designing/updating NWASH applications including dashboards ensuring informed decision-making system for scaling up and rollout of WASH Plan,

2. To assist the National Information Management and Monitoring (NIMM) Section and the National Water Supply and Sanitation Training Center (NWSSTC) within DWSSM to strengthen NWASH-MIS system by developing training guidelines, manuals, and facilitation materials for NWASH MIS.

3. To contribute to capacitating municipalities in utilizing NWASH to analyze data, derive insights, and make data-driven decisions for planning purpose.

Scope of Work:

▪ Engage in continuous data review and support end users in ensuring data quality, security, and compliance with regulations.

▪ Design the updated framework for storage, and organization and visualization of data within systems to optimize accessibility, reliability, and performance. This involves tasks such as data modeling and query optimization.

▪ Produce documentation, status reports, and presentations to communicate information management progress, and results to stakeholders.

▪ Provide overarching support to MuAN/NARMIN for conducting technical training for WaSH plan formulation.

▪ Conduct training sessions, review/planning workshops, and seminars in line with the planned calendar of DWSSM.

▪ Support Local Government in utilizing NWASH to analyze data, derive insights, and make data-driven decisions for planning purpose.

▪ Engage in development of knowledge products such as developing strategies and systems to prepare, share, and leverage knowledge through various ways.

▪ Facilitate technical training and continuous support to enumerators, municipality staffs and support local-level governance initiatives, WASH-Plan monitoring, implementation, and updates.

▪ Identify areas for system improvement and implementing changes to enhance the efficiency and effectiveness of information management in NWASH MIS.

▪ Provide continuous technical assistance and collaborate with the NWASH MIS team at Federal, Provincial, and Local levels.

▪ Task as needed and assigned by immediate supervisor/ DWSSM and UNICEF. This scope might expand based on the specific needs and focus of the organization or project. This assignment is required to be stationed at the DWSSM and work closely with the team of NWASH and WASH Governance under the leadership which is provided by DWSSM. The existing UNICEF’s WASH staff structure can supervise and provide guidance to the consultants. This assignment is continuous of earlier technical assistance.

Duration of Contract: The total duration of the contract is for 8 months.

Duty Station: Consultant will be based in Department of Water Supply (DWSSM), Government of Nepal, Kathmandu

To qualify as an advocate for every child you will have… 

  • University (Bachelor’s) degree in ICT/Database system/Software computer engineering
  • Minimum two years of professional work at national level and experience on NWASH application, MIS

Technical/Social Knowledge and Skills:

• Thorough knowledge on NWASH application and its linkages with WASH Plan

• Familiar with participatory planning tools, especially about ICT based, preferably NWASH,

• Previous experience working with government and UN agencies in similar area,

• Familiar with drafting Plans, monitoring guidelines, standards, and training manuals in the areas of WASH governance, formulating WASH Plan using NWASH, and Training Manual

• Have good facilitation, negotiation, and advocacy skills to persuade government officials/leaders and key stakeholders in WASH sector, has facilitated local and national seminars/workshops,

• Have good knowledge of cross sectoral issues, like gender, equality and social inclusion/disability, climate change and DRR.

Language Proficiency / Computer skill:

• Proficient in speaking/writing in English and Nepali.

• Have thorough knowledge and practice on NWASH tool for WASH sector
