UNICEF Nepal Country Office is looking for committed professional to provide technical expertise to review and formulate the provincial periodic plan, particularly focusing on the social sector. The consultant will be engaged for a duration of 4 months based in Provincial Policy and planning commission office in Janakpur.

The Provincial Policy and Planning Commission (PPPC) in Madhesh province is actively engaged in reviewing and
evaluating the provincial first periodic plan and simultaneously drafting a second provincial periodic plan. With a
commitment to fostering holistic development within the province and adhering to the Sustainable Development Goals
(SDGs), the commission aims to ensure the efficacy and relevance of this plan by involving experts from various sectors.
Acknowledging the vital role of social development planning expertise in this overall process, the PPPC has suggested
engaging an expert consultant in the social development and planning field for a minimum period of four months.
Recognizing UNICEF Nepal’s significant experience in advocating for the integration of women’s and children’s agendas
into policies, plans, and strategies, as well as its established collaborations with social development planning experts,
PPPC has formally requested UNICEF to provide a planning expert to support the review and development of Second
Provincial Periodic Plan.
This consultant will collaborate with the PPPC to review and evaluate the first periodic plan and support to formulation
of the second periodic plan, thereby enhancing the process with insights and strategies aimed at advancing social
development goals.
 
Scope of Work:
  • Conduct a comprehensive review of the current periodic plan, provincial social development initiatives, policies, and programmes in Madhesh Province. This review should emphasize their compatibility with the Sustainable Development Goals (SDGs) baseline, and roadmap of Madhesh Province as well as the provincial and national priorities and plans.
  • Identify and engage key stakeholders through consultations to gather significant input and insights for the development plan. Arrange meetings with the PPPC, Ministry of Finance, Ministry of Education and Culture, Ministry of Health and Population, Ministry of Sports and Social Welfare, and other pertinent ministries to gather feedback and improve the plan’s feasibility.
  • Utilize available federal and provincial data and assessments to pinpoint social development priorities and intervention areas effectively.
  • Update and analyze disaggregated social indicator data and deprivation specific to Madhesh Province to inform the development of an evidence-based, inclusive set of provincial priorities within the periodic plan.
  • Ensure making the plan more gender responsive, mainstreaming Disability, and Social Inclusion (GEDSI) considerations across all sectors in the plan formulation process.
  • Ensure that the agendas of children, women, adolescents, Persons with Disability (PWDs), and youth are prioritized in the periodic plan, with a focus on addressing the needs of vulnerable groups guided by the principle of Leave No One Behind (LNOB).
  • Develop strategic action plans to tackle identified priorities and challenges comprehensively.
  • Ensure to embed cross-cutting themes like disaster risk reduction, climate resilience, and environmental sustainability into the periodic plan.
  • Collaboratively draft the social development component of the provincial periodic plan in consultation with relevant stakeholders.
  • Provide precise recommendations for the effective implementation, monitoring, and evaluation of the plan.
  • Produce a review report detailing the current social development status and challenges within Madhesh Province.
  • Prepare stakeholder consultation reports summarizing the input and feedback gathered from relevant parties.
  • Offer actionable recommendations for plan implementation, monitoring, and evaluation.
  • Create presentation materials to effectively communicate the findings and recommendations to stakeholders.

Purpose of Activity/Assignment: 

The main purpose of this consultancy is to provide technical expertise to review and formulate the provincial periodic
plan, particularly focusing on the social sector. More precisely, the objectives of this assignment are outlined as follows:
  • Review the current social development situation within the province and the performance of the first periodic plan.
  • Identify critical challenges, gaps, and opportunities in social development areas.
  • Engage with relevant stakeholders to collect insights and perspectives.
  • Support in formulating a Second Provincial Periodic Plan that addresses identified needs and priorities.
  • Ensure alignment of the plan with national policies, frameworks, and sustainable development goals.
  • Offer precise recommendations for efficient implementation, monitoring, and evaluation mechanisms.
  • Ensure making the periodic plan and budget more gender responsive, the periodic plan respects diversity and recognizes current priorities for human capital development and investing in children and youth.

Duration of Contract: The total duration of the contract is for 4 months.

To qualify as an advocate for every child you will have… 

  • Master’s degree (preferably Ph.D degree) in Public Policy, economics, social studies and related disciplines of Social Sciences.
  • At least 10 years of experience having in-depth knowledge of the government’s plan formulation process at all levels.
  • Preference will be given to candidates with previous experience in the formulation of higher-level policy and strategy documents and provincial level plans for the Government of Nepal. Those with expertise in reviewing and formulating periodic plans will receive an additional advantage in the evaluation process through weighted scores.
  • Fluent in English and Nepali and well-versed in writing and editing government policy, plan, strategies, and guidelines.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
