The United Nations Development Programme (UNDP) is seeking to engage an Individual Consultant – Digital Governance Specialist to conduct a Digital Maturity Assessment of Timor-Leste under the Dalan Digital initiative. The consultant will evaluate the country’s digital readiness across people, processes, platforms, and policies, applying international frameworks to assess institutional capacity, infrastructure, and service delivery. This assignment aims to identify gaps and opportunities for digital transformation, provide strategic recommendations, and develop a roadmap to strengthen public sector digital services. The work will support Timor-Leste’s vision for inclusive, transparent, and efficient governance, aligned with global best practices and the Sustainable Development Goals.

Period of assignment/services 60 working days over 3 months
