The Department of Water Supply and Sewerage Management (DWSSM) has been collaborating with development partners, including UNICEF, to support local governments in sector planning, monitoring, and institutional setup. Presently, over 450 local governments have either prepared or are progressing towards developing N-WASH Management Information System (MIS)-generated WASH Plans.
With the successful implementation and scaling-up of the N-WASH MIS, there is a critical need to integrate it into the governance structures of all local and provincial governments. However, challenges persist in the coordination and collaboration mechanisms between the three tiers of government. UNICEF, along with other agencies, has played a pivotal role in supporting local governments, and its commitment to strengthening the planning and implementation capacity of provincial and local governments in the WASH sector continues. Over the past four years, DWSSM, with technical assistance from UNICEF, has actively supported local levels in advancing WASH sector governance. The ongoing success of WASH sector governance requires continuous support and expertise from DWSSM. UNICEF, in particular, is committed to providing technical assistance focused on local-level sector governance, strengthening the MIS operating system, formulating policy and legal instruments, and enhancing the capacity to implement WASH Plans. This technical assistance falls under the UNICEF WASH programme 2023-2027; Output No. 3.2 ‘Strengthened systems and increased capacity of three tiers of government and other WASH stakeholders to plan, implement and monitor equitable, climate-resilient and gender-responsive WASH in select underserved areas.

How can you make a difference? 

The objective of proposed assignment is to provide technical assistance to DWSSM in accelerating federalization of WASH sector governance at all levels.

The specific objectives include:

1. To contribute to development of training guidelines, manuals, and facilitation materials for enhanced governance, policy frameworks, quality standards, water-safe communities, and N-WASH MIS.

2. To assist in conducting training and capacity development of local-level representatives and human resources in planning, implementation, institutional setup, and compliance with policy and legal instruments.

3. To contribute to the upgrade, development, and scaling up of WASH Plan and N-WASH MIS, ensuring efficiency in WASH sector development

4. To assist the ‘National Information Management and Monitoring Section’ and the ‘National Water Supply and Sanitation Training Center (NWSSTC)’ within DWSSM to establish and operate reliable and robust sector capacity development and management institutions.

Scope of Work:

▪ Development/upgrading/finalization of training packages on WASH Plan, NWASH, WASH planning/financing and capacity development of local government in line with Federalization. These packages will be owned by ‘National Information Management and Monitoring Section’ and the ‘National Water Supply and Sanitation Training Center (NWSSTC).

▪ Develop/upgrade and Conduct sessions of, workshops, and seminars in line with the approved plans of DWSSM, NARMIN, and MUAN and selected Province.

▪ Facilitate and support local-level governance initiatives, WASH-Plan monitoring, implementation, and updates.

▪ Support DWSSM in WASH sector policy advocacy, governance documents, and coordination with stakeholders for local level WASH sector strengthening.

▪ Facilitate sector reviews, N-WASH MIS review workshops, and various sector-initiated workshops, field visits, and coordination with local and provincial governments, stakeholders, and experts.

▪ Organize orientations with MuAN and NARMIN for the Thematic/Sectoral Committee of local government WASH Plan, including facilitation for annual and periodic planning and updating MIS-based planning documents.

▪ Assist local-level WASH sections, focal persons, and MIS personnel in implementing N-WASH MIS based WASH Plans, improving implementation capacity, and facilitating policy documents.

▪ Provide input in Water Safe Community Initiatives and Water Quality Monitoring Guidelines at local levels, aligning with National Drinking Water Quality Standards and sector policy/regulation.

▪ Facilitate and assist provincial and local governments in organizing WASH Investment Summits, including proposal and concept note development and expert input in thematic subjects and groups.

Duration of Contract: The total duration of the contract is for 8 months.

Duty Station: Consultant will be based in Department of Water Supply (DWSSM), Government of Nepal, Kathmandu

Total Fee

To qualify as an advocate for every child you will have… 

  • Advanced University (Master’s) degree preferably with social science specialized in Development Planning/Local Governance from recognized university.
  • Minimum ten years of professional work at national level and experience on formulating sectoral/periodic plans providing trainings related to WASH sector.

Technical/Social Knowledge and Skills:

• Thorough knowledge on issues of local government and formulating sectoral plans/strategies/programme for local governance, specifically WASH programmes,

• Familiar with participatory planning tools, especially suitable for local government,

• Previous work experience with governments and UN agencies in the similar field.

• Familiar with drafting Plans, monitoring guidelines, standards, and training manuals in the areas of WASH governance, formulating WASH Plan guidelines, and Training Manual

• Have good facilitation, negotiation, and advocacy skills to persuade government officials/leaders and key stakeholders in WASH sector, has facilitated local and national seminars/workshops,

• Have good knowledge of cross sectoral issues, like gender, equality and social inclusion/disability, climate change and DRR. Language Proficiency / Computer skill:

• Proficient in speaking/writing in English and Nepali.

• Have thorough knowledge and practice on NWASH tool for WASH sector

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
