Result of Service
- Four (4) filtered and appropriately anonymized databases of survey results for sharing outside DESA.
- Four (4) complete, non-anonymized databases of survey results and analysis, including trend analyses comparing survey feedback from prior years, for internal use within OAPB/OISC/DESA
- The QCPR monitoring and reporting framework with updated indicator values based on survey feedback.
Duties and Responsibilities
This position is located within the Department of Economic and Social Affairs (DESA) / Office of Intergovernmental Support and Coordination for Sustainable Development (OISC), Operational Activities Policy Branch (OAPB). OAPB provides substantive support to the work of the United Nations General Assembly, and the Economic and Social Council (ECOSOC), including at the ECOSOC Operational Activities for Development Segment. The Individual Contractor reports to the Chief of Branch and works under the direct supervision of the Economic Affairs Officer of OAPB.
RESPONSIBILITIES
Survey tool and response management
- Support with uploading survey questionnaires to online survey tool.
- Provide ongoing updates on response rates and survey’s progress (daily for RC, HQ and GOV surveys, and only as requested for UNCT survey).
- In coordination with the Development Coordination Office, conduct ongoing follow-up and reminders for survey completion through RC offices and, as appropriate and if required, Permanent Missions to the United Nations (once for each survey).
- Take other action to maximize response rates, as needed.
- Manage survey closing, response compilation, cleaning and validation within 10 days of survey closure (once for each survey).
- Ensure enquiries for follow-up are distributed to DESA for appropriate action.
Survey results analysis
- Update database containing survey feedback, to review aggregated and filtered results to responses from surveys (one database per survey).
- Provide a detailed response analysis for each question in each survey.
- Provide final response data in line with the confidentiality clause and response permission by the respondent (as requested for each survey).
- Work in close collaboration with DESA to support other elements related to the follow-up of the survey, as needed. Survey evaluation and lessons learned
- Prepare a draft note to facilitate discussion, reflect on experiences and ensure offices are able to build on good practices and adopt lessons learned (the note would cover lessons from all 4 surveys).
- Perform other related tasks as needed. QCPR Monitoring and Reporting Framework
- Compute the updated indicator value based on the feedback received, and update the framework with the new value obtained for those indicators that are sourced from any of the DESA surveys (GOV survey, the RC survey, the UNCT survey or the HQ survey).
- Locate and extract necessary data, compute the indicators and update the framework with the new values obtained for those indicators sourced from DCO’s Information Management System (IMS).
Qualifications/special skills
- Advanced university degree (Master’s degree or equivalent) in data analytics, IT, mathematics, statistics or other quantitative skills is required. Post-graduate education in international affairs, social development, economics or related field is highly desirable. A first level university degree with an additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.
- A minimum of five (5) years of progressively responsible experience in data management and analysis is required.
- Excellent understanding of survey management tools, survey design, programming and data analytics and software is highly desirable. Experience with Survey Monkey, MS Power BI integrations, Kobo Toolbox, Survey Solutions or related software is desirable.
- Familiarity and knowledge of UN development operations at the country, regional and global level is desirable.
- Experience working in the UN and/or international organization is desirable.
Languages
- English and French are the working languages of the United Nations. For this assignment, fluency in written and spoken English is required. Knowledge of another official UN language is an asset.
