UNICEF in Vientiane, Lao PDR is looking for an Individual National Consultancy for ICT Technical Support Education. The duration of this assignment is Seven months starting as soon as possible and the consultant will be based at the UNICEF office in Vientiane, Lao PDR.

UNICEF in Vientiane, Lao PDR is looking for an Individual National Consultancy for ICT Technical Support Education. The duration of this assignment is Seven months starting as soon as possible and the consultant will be based at the UNICEF office in Vientiane, Lao PDR.

Summary of key functions/accountabilities:

The consultant is expected to provide the following services as part of their work assignment. As part of the consultancy travel is expected for training at Provincial and District level for a total of 20 working days to support partners.

  1. Lao Education Management Information System (LESMIS):
  1. Design and deliver seven three-day ICT core team training for a total of 21 total days, with 14 of these days delivered at the provincial level. Topics to include:
  • Effective server management.
  • Seamless front-end user operations.
  • Proficient back-end administration encompassing data and dashboard development and management.
  • Provision of clear directions for code and content updates, translations, and front-end improvements.
  • Enabling the integration of data from diverse MIS systems.
  • Develop comprehensive training manual and support videos that can be accessed online.

2. Fundamental Quality Standards (FQS)

A) Dashboard Design, Development, and Support FQS Primary:

  • In close collaboration with relevant MoES colleagues design and develop FQS overview dashboards in LESMIS including the following:
  • School Dashboard
  • District Dashboard
  • Provincial Dashboard
  • School Development Plan (SDP) Dashboard
  • Deliver technical support and issue resolution for IT problems, backed by comprehensive logs.

B) Early Childhood Education (ECE) Deliverables:

  • In close collaboration with relevant MoES colleagues design and develop FQS deliverables linked to LESMIS including the following:
  • Design and develop KOBO forms to gather data for FQS 1, 2, 3, and (SDP) for ECE FQS.
  • Design and develop dashboards for FQS 1, 2, 3, and SDP at the ECE level.
  • Provide technical IT support customized for ECE needs.
  • Deliver technical support and issue resolution for IT problems, backed by comprehensive logs.

C) Master Training and technical support to MoES Master trainers:

  • Design, plan, and implement Training of Trainers (ToT) for MoES FQS master trainers to include ICT equipment, troubleshooting, and FQS on LESMIS dashboards.
  • Delivery of 2 half-day ToT to DEQA FQS trainers to cover 25 districts, including follow up.
  • Delivery of training manual and support videos.

3. Khang Panya Lao – IT and Technical Support:

A) ICT Equipment Training for MoES partner RIES:

  • Design and deliver a training workshop for ICT equipment usage for RIES. This should include a training manual and associated videos that can be accessed online.

4. Digital Skills, STEM for Girls, and 21st Century Skills Development for young people:

  • Provide related ICT and technical support to UNICEF’s partner for the implementation of this new initiative, including facilitation and training support at six ‘boot camps’.

To qualify as an advocate for every child you will have…

Qualification and experience:

  • Advanced University Degree in education, information technology, statistics, communication, engineering, or other relevant field. In lieu of a specific academic degree, relevant experience may be considered to meet this requirement.
  • At least 5 years of professional work experience in Technology for Development (T4D) and/or information system development, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders. Specific experience on ICT for learning or digital learning is an advantage.

Knowledge and skills:

  •  Experience managing user-driven design processes.
  • Experience in digital learning design.
  • Technical communication skills in media production and graphic design.
  • Proven training and capacity building skills for a range of stakeholders.
  • Good technical understanding and familiarity with information management systems.
  • Knowledge of at least Teams, SharePoint, GitHub, Trello, Jira other software development and project management tooling a plus.
  • Excellent communication abilities, in both written and oral forms. Consultant should be at ease in presentations and meetings with D-level (UN) or C-level (private sector) executives.
  • Demonstrated ability and experience in coordination, and able to work under pressure is required.
  • Fluency in English and Lao language is a requirement.

  • Financial proposal: All-inclusive lump-sum cost including Local travel, accommodation, medical insurance with medivac cost for this assignment as per work assignment.

Assessment Criteria:

A. Technical Qualification (max. 100 points) weight 80 %

  • Relevant education/degree (30 points)
  • Experience working in the education sector in Lao PDR (40 points)
  • Fluency in both English and Lao languages (30 points)

B. Financial Proposal (max. 100 points) weight 20 %

  • The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
  • The Contract shall be awarded to the candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview, if required.
