Under the supervision of the Education Specialist (NoC) and overall guidance of the Section Chief, the consultant will conduct the following activities:
Needs Assessment.
Conduct a desk review of existing capacity-building packages, resource materials, and programs on female leadership and management. This review should include an analysis of various government plans and policies and those utilized by different development partners (DPs).
Collaborate with UNICEF staff, government officials, and local partners to identify specific training needs and gaps for female head teachers and local government officials. This will involve using virtual meetings and face-to-face meetings, developing questionnaires, and conducting interviews with various stakeholders to enhance leadership and management skills.
Development of Training Package and Resource Materials:
Lead the designing of a comprehensive training package for female local government officials, including modules, session plans, presentations, and facilitation guides.
Provide technical support to the CEHRD teacher training section in the development of a training package for female headteachers and senior teachers, including training resources finalization
Ensure the training package is designed to the needs of female head teachers and local government officials and promote leadership with effective performance, working in consultation with all key stakeholders.
Contribute to Roster Trainer Development
Contribute as a co-facilitator in developing the roster of trainers through the Master Training of Trainers (MToT) program, based on the training curriculum, in collaboration with the Center for Education and Human Resource Development (CEHRD).
Adapt training materials for local contexts and diverse learner needs, ensuring inclusive leadership and management.
Collaboration and Coordination:
Liaise and collaborate closely with CEHRD, the UNICEF team, and partners to finalize the training package and resource materials
Incorporate feedback from stakeholders into the training packages, secure relevant endorsement of the final version, and provide a soft or hard copy to UNICEF
TASK
Develop a detailed work plan outlining objectives, timelines, and key stakeholders.
Organize an introductory meeting with UNICEF staff, government officials, and local partners to discuss the scope of the assessment.
Conduct a desk review of the existing capacity-building package, resource materials, and programs on female leadership and management
Mapping training needs and gaps in leadership and management is focused on female headteachers and officials.
Liaise with and conduct a meeting with the CEHRD teacher training section.
Provide technical support to the CEHRD teacher training section in developing a training package for female headteachers and senior teachers, including finalizing training resources.
Lead the design of a comprehensive training package for female local government officials, including modules, session plans, presentations, and facilitation guides.
Disseminate drafted/updated training packages within UNICEF team members and its partner’s team, note feedback, and adjust accordingly.
Attend meetings and consultation sessions.
Ensure comments/feedback are received and prepare consolidated feedback from UNICEF for the training package.
Gather feedback by conducting face-to-face meetings with various stakeholders and make necessary adjustments to the training package.
Contribute to delivering technical training for roster trainers based on the training curriculum in collaboration with CEHRD.

Education:
Advanced university degree in Education, social sciences, or discipline relevant to Gender, equity, and inclusion.
Knowledge/Expertise/Skills required:
At least 10 years of proven experience in training and curriculum development
Knowledge of global and national priorities and existing policies on Gender, Equity, Disability, and Inclusion
Proven experience designing training packages and training delivery on gender-responsive leadership and management.
Familiarity with Nepal’s education system and previous work with government or educational institutions preferred.
