Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

Under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, ensures the Organization’s application of strategies and interventions for sustainable industrial development related to environment, energy, Micro, Small and Medium-Enterprises (MSMEs), and digitalization. The Directorate also oversees the Organization’s normative contribution to achieving the Sustainable Development Goals through industrial policy advice and capacity development. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute to effective and appropriate technical, business and policy solutions and are focused on results, scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora. The Directorate is responsible for the Division of Industrial Policy Advice and Capacity Development (TCS/IPC), and technical Divisions of Circular Economy and Green Industry (TCS/CEG), Energy and Climate Action (TCS/ECA), Climate Innovation and Montreal Protocol (TCS/CMP); MSME Competitiveness, Quality and Job Creation (TCS/SME); and Digital Transformation and Artificial Intelligence (TCS/DAI). Leveraging the diverse skill sets of UNIDO personnel and the services provided by the two TC directorates, TCS collaborates closely with IET to develop and implement programmes and projects, aiming at enhancing synergy and complementarity and maximizing UNIDO corporate performance and impacts on the ground. The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in all Directorates across the Organization.

 

This position is located under the Division of Industrial Policy Advice and Capacity Development (TCS/IPC), which is responsible for delivering the Organization’s advice, learning and knowledge on industrial policy and attendant policy-making process to Member States. The Division contributes to maintaining and enhancing the Organization’s technical, policy and normative knowledge base to support sustainable industrial development in Member States. It further responds to the need of developing countries to build the capacities to formulate and implement industrial policies and strategies to pursue industrial development with the greatest potential for attaining the SDGs in the 2030 Agenda. In this context, the Division supports Member States in identifying, designing, implementing and evaluating policies and strategies that aim to expand and diversify their manufacturing capacity, and advocates for sustainable industrialization strategies at the global, regional and national levels. By collaborating with other organizational entities, the Division ensures that capacities built, and policy advice provided are integrated into UNIDO TC programmes and projects. The outputs of the Division are disseminated and promoted in the form of inputs to global fora, policy briefs and other publications to Member States and the wider industrial development community, complying as such with the Organization’s normative function with regard to building and enhancing a knowledge base for industrial development.

 

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

 

Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

 

 

PROJECT CONTEXT

 

This position at the L2 level is funded by the following project:

 

The project 210122 “European Union support to trade, industry, growth and rapid market access (TIGARA)” focuses on supporting the Government of Egypt’s (GoE) efforts to strengthen the cooperation among SMEs and the capacities of the private sector to comply with trade and domestic market regulations. This programme strengthens and supports Egyptian institutions that provide backing to the private sector and modernise the National Quality Infrastructure (NQI) and trade development efforts in line with international standards and commitments in order to increase competitiveness and market transparency.

 

This project is carried out within the framework of the adopted Programme in Country Partnership (PCP) for Egypt. The overall objective is to contribute to the increased competitiveness and efficiency of the Egyptian private sector, which will lead to higher sustained economic growth and decent job creation.

The proposed intervention will support the Government of Egypt in implementing the “Sustainable Development Strategy– Vision 2030” (SDS), adopted in 2016, and reflects the 2014 Constitution and provides the operational framework for the reform programme of the Government of Egypt (GoE), in alignment with the 17 SDGs as well as the African Agenda 2063.

 

The Government of Egypt and UNIDO have developed the Programme for Country Partnership (PCP) 2021-25 to contribute to improving economic, social and environmental performance of the Egyptian manufacturing sector, in line with national priorities and the Sustainable Development Goals. The PCP includes six components, namely: Industrial Policy and Governance, Investment Promotion, Green Industry, Smart Cities & Sustainable Industrial Parks, Value Chains and Mainstreaming Industry 4.0 and the TIGARA project is fully aligned with the PCP and its key pillars, notably on Industrial Policy and Governance Component, Green Industry Component and Value Chains Component.

 

The proposed contract addresses the Industrial Policy and Governance part of the project, which are covered by outputs 1.1 and 1.2 in the project document.

 

 

  1. Main Responsibilities

 

The main responsibilities are:

 

  • Project management

    • Contribute to managing outputs 1.1 and 1.2 of the TIGARA project. This includes the planning, development and refinement of all activities in consultation with the respective counterparts in Egypt.
  • Project implementation

    • Contribute to ensuring the timely implementation of all activities under output 1.1 and 1.2 of the TIGARA project. Some activities are expected to be implemented by the Industrial Policy Analyst. Other activities will be overseen by the Industrial Policy Analyst.
    • Further to contributing to project implementation, the Industrial Policy Analyst prepares necessary inputs such as consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc. related to outputs 1.1 and 1.2 of the TIGARA project.
    • Contribute to the organization and running of UNIDO global forum activities (conferences, seminars, expert group meetings, etc.) related to outputs 1.1 and 1.2 of the TIGARA project. Contribute to the preparation of technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares UNIDO publications and other information dissemination aids and tools. Keeps abreast of technical and economic developments in the area of Industrial Policy, through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends.
  • Project monitoring and evaluation

    • The Industrial Policy Analyst will contribute to monitoring progress in project implementation, including missions to the project sites, taking part in oversight meetings in the field and at headquarters, and evaluations of the TIGARA project and its activities under outputs 1.1 and 1.2.
  • Auxiliary

    • Contribute to ad hoc activities related to outputs 1.1 and 1.2 of the TIGARA project, as well as activities indirectly related to the TIGARA project that might arise.

  1.    Minimum Organizational Requirements

 

Education:

Advanced university degree (master’s or equivalent) in Economics, Development Economics, Political Economy or other field relevant to UNIDO’s mandate, is required.

 

Experience:

  • A minimum of three (3) years of relevant professional experience, including at the international level, involving technical cooperation in developing countries, is required. Experience in all phases of the Project Cycle, is required. 
  • Prior experience in policy work in Egypt and other countries in the MENA region is required.
  • Proven and demonstrated analytical capabilities are required. This includes various forms of (industrial) data analysis, writing of analytical reports and drawing relevant policy conclusions from it.
  • Practical experience with the use of statistical software such as Stata or R would be a distinct asset.
  • Experience in understanding industrial policy training needs, developing respective training material and conceptualizing trainings is required. In addition, the ability to pedagogically transfer knowledge to public policymakers and private sector decision makers is required. Other forms of training or teaching experiences are desirable.
  • Experience working with policymakers is required. Ability to apply tact and tone when interacting with senior officials is desired.
  • Willingness to spend extended stays, as necessary, in Egypt is desired.  
  • Knowledge in policy impact evaluation methods for the case of developing countries, is desirable.

 

 

Language Skills:

Fluency in written and spoken English is required. Fluency in or working knowledge of other official language(s) of the United Nations is desirable.

NOTE: UNIDO professional level applicants are required to have served at least one year in their current post if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher-level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.

UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
