The UNICEF O/P Rome Italy is seeking an intern for part time (50%) office-based internship to support and contribute to the work of ECARO-RO Emergency and Communication teams.
UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.
Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.
And we never give up.
For every child, hope
In the context of migration and asylum, Italy continues to be a frontline country for arrivals both by sea from the Central Mediterranean route and by land from the Western Balkan route and Ukraine. The country is considered both a destination and a transit country for all those migrants and refugees who are trying to reach Northern European countries. Refugees and migrants, and in particular children and women travelling alone, continue to undertake dangerous journeys to reach Europe, facing specific protection risks, including GBV ones.
In 2023, Italy faced an unprecedented influx of refugees, international protection applicants, and migrants. Between January and December 2023, Italy registered 157,314 refugees and migrant sea arrivals, including an estimated 12% of unaccompanied children and 5% of accompanied children. This represented a significant increase of 75% percent in the arrivals of unaccompanied and separated children compared to the same period in 2022. In addition, there was an increase in land arrivals at the Italy-Slovenia border, mainly men and boys originating from South Asia, estimated at 10,000 arrivals as of July 2023. The number of deaths and missing persons at sea stands at 6,703 in 2023.
In the first quarter of 2024, arrivals remain lower compared to the same period in 2023, however, since early March, departures have resumed consistently from Tunisia and Libya, with peaks of over 1,000 people landed in Lampedusa over 24 hours. Furthermore, there has been an increase of extremely vulnerable cases, including single-parent families, pregnant girls, and children under 14 traveling alone (UASC).
Despite the Italian child protection system foreseeing a solid legal framework for the protection of UASC, the legal provisions remain partially implemented and the system continues being challenged by the constant increase of numbers of children in first and second-line reception centers.
Despite efforts from the Italian Government, including the declaration of the state of emergency to handle the increase of migratory flows and a solid legal framework, the system remains highly fragmented, with several disparities in quality of services and care. The declared state of emergency was renewed for six more months as of 10 April 2024.
Against this background and under the framework of the EU Union Action Programme, UNICEF aims at strengthening the capacity of the Italian protection and reception system from arrival to all the subsequent reception phases, to ensure protection and care for the most vulnerable refugee and migrant children, including those transitioning to adulthood, UASC, families, and women survived/at risk of gender-based violence. An information management mechanism (Refugee and Migrant Response Platform – RMRP) has been developed to serve such a purpose by harmonizing UNICEF data collection and analyses into a platform monitoring the quality of the reception system, Key Performance Indicators of UNICEF activities, and best practices.
