OBJECTIVES OF THE PROGRAMME

As an Information Management Assistant within the Program Management Unit, the primary objective is to support the team in monitoring progress, assessing the effectiveness and impact of WHO programs, and fulfilling reporting requirements. This entails supporting the Monitoring and Evaluation (M&E) team by collecting data and content feeding into the Country Office’s M&E framework, facilitating donor reporting, conducting capacity-building activities, ensuring accountability, and developing dashboards for visualizing program data.

OBJECTIVES OF THE PROGRAMME

The WHO Country Office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage.

WHO’s mandate revolves around six core functions:

  • providing Global Health leadership;
  • shaping the health research agenda;
  • setting norms and standards;
  • articulating evidence-based policy options;
  • providing technical support to countries; and
  • monitoring and assessing health trends.

The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at a country level and to implement the European Programme of Work 2020–2025 –“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens’ expectations about health.

WHO at the country level delivers this through practical, actionable and country-focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour.

ORGANIZATIONAL CONTEXT

  • The Ukraine Country Office is a large office with core staff, project-related teams, and cross-cutting functions. The Country Office is also part of the Regional Office. 
  • The incumbent’s role is generalist, and works with high level of independence within the general framework provided. S/he is part of the Country Office but also a staff member of the relevant technical divisions. The incumbent will be a facilitator who delivers specific objectives working within teams in the organization. 
  • The M&E officer in the WHO Country Office provides general day-to-day guidance to the incumbent, providing strategic direction of work and guidance on the delivery of technical assistance required. A proactive role in seeking colleague guidance, searching and analyzing evidence, and using WHO-prepared guidelines is foreseen. 

SUMMARY OF ASSIGNED DUTIES:

  • The incumbent will support WHO Monitoring and Evaluation (M&E) activities to ensure WHO’s programs and interventions are effectively monitored, evaluated, and improved upon to achieve their intended goals.

Key duties: 

  • Review and refine monitoring and evaluation frameworks tailored to WHO’s diverse activities, including contributing to defining key performance indicators (KPIs), establishing data collection methodologies, and designing evaluation methodologies to assess the impact and effectiveness of WHO interventions.
  • Support data collection, management, and analysis related to WHO activities, coordinating data collection efforts across different programs/units, review data quality and integrity, and support implementing data management systems to facilitate data storage, retrieval, and analysis.
  • Continuously monitor the performance of WHO activities against established KPIs and targets, tracking progress, identifying trends and patterns, and flagging areas of concern or success to inform decision-making and program adjustments in real time.
  • Build the M&E capacity of WHO staff and partners by contributing to training activities, technical assistance, and guidance on M&E methodologies, tools, and best practices, empowering stakeholders to actively engage in M&E activities and contribute to continuous improvement efforts within the organization.
  • Facilitate the dissemination of M&E findings to relevant stakeholders, promoting reflection on lessons learned and facilitating discussions on how to incorporate findings into future program planning and implementation to enhance effectiveness and efficiency.
  • Support third-party monitoring exercises implemented by WHO and donors.
  • Prepare progress reports for stakeholders, including donors, management, health authorities, etc.
  • Ensure accountability and transparency in WHO’s activities through timely and accurate reporting on M&E findings, including preparing regular progress reports, evaluation reports, and other documentation to communicate results, lessons learned, and recommendations to internal and external stakeholders, including WHO leadership, donors, and partners.
  • Participate in different M&E-related meetings.
  • Develop dashboards for visualizing different analyses.
  • Undertake any task assigned by the supervisor

REQUIRED QUALIFICATIONS

Education Qualifications

  • Essential : Completion of secondary school or equivalent.
  • Desirable : Bachelor’s or Master’s degree or equivalent in public or business administration, information technology, economics, international development, or a related field.

Experience

  • Essential : At least 5 years of progressively responsible experience in content management (print or online), data management, or supporting internal information management processes.
  • a combination of a relevant Bachelor’s degree with 3 years of experience in content management (print or online), data management, or supporting internal information management processes in lieu of the 5 years of experience outlined. 
  • Desirable : Experience in an international environment or institution. Relevant experience in WHO or in the UN. Experience in information management design tools.

Use of Language Skills

  • Essential: Expert knowledge of English and Ukrainian.
  • Desirable: Intermediate knowledge of other Official WHO Languages.
