Result of Service
Under the supervision of the National Officer in charge of Brazil, the Information Assistant I (Statistics) shall duly and timely perform his/her obligations, as part of the “Social Territories Project in Large Favelas Complexes”, under this Terms of Reference. The Information Assistant I (Statistics) will work in close collaboration with the operational and technical teams of UN-Habitat in Rio de Janeiro. The Information Assistant I (Statistics) shall be paid with a monthly allowance, upon presentation and approval by the National Officer for Brazil of monthly activities’ report.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the 2030 Agenda with the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA). UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. In order to expand the programme and seek support to work with the challenges of reducing urban poverty and integrating all segments of the population into the fabric of the city, UN-Habitat is a partner of Instituto Pereira Passos (IPP) of the Municipality of Rio de Janeiro (PCRJ) in the implementation of the Social Territories Programme. To respect, protect and achieve rights and build a fairer and more equitable city, the Social Territories Programme aims to identify the most vulnerable urban population of the city of Rio de Janeiro, better understand their living conditions and promote a specialized support to integrate them into public registries, the network of basic services and the municipal urban fabric. The Social Territories Programme is being implemented, since 2019, in the following large favela complexes (Alemão, Chapadão, Cidade de Deus, Lins, Maré, Pedreira, Penha, Jacarezinho, Rocinha and Vila Kennedy) and is currently being expanded in larger scale throughout the city. In order to continue with the due implementation of the Social Territories Programme, UN-Habitat office in Rio de Janeiro is looking for an Information Assistant I (Statistics). Report to UN-Habitat Manager The Information Assistant I (Statistics) reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment The Information Assistant I (Statistics) shall support the implementation of the Social Territories Programme, in partnership with the Instituto Pereira Passos (IPP), under the Programme Coordination, with the responsibilities below. Responsibilities The Information Assistant I (Statistics) shall support the implementation of the project with the following responsibilities: a) Developing data availability and visualisation tools; b) Analysing the statistical data produced in the surveys and available in other data sources and contributing to the preparation of technical reports on the monitoring and implementation of activities, according to the frequency agreed with the team; c) Producing reports and dashboards with descriptive statistics and using graphs, tables, maps, etc. with statistical analysis focused on the areas of activity of the Social Territories; d) Contribute to the systematisation of new methodologies and knowledge developed within the scope of the surveys, analyses and research carried out by the Social Territories Programme; e) Preparation of synthetic indices (Social Progress Index) and analysis of the SPI in the RAs in which the Social Territories programme operates; f) Extracting and analysing data from the 2022 IBGE Census, with the Social Territories sections; g) Monitoring and evaluation of public policies in education, health and other intersectoral programmes of Rio de Janeiro City Hall promoted by the Social Territories Programme; h) Maintain an orderly and accessible information file related to the information and data produced; i) Be responsible for the delivery according to deadlines for each task; j) Support the technical teams with data analysis, evaluation and monitoring; k) Exert quality control on all data collected in the field; l) The consultant will be responsible, within its competencies, to ensure that the technical activities are aligned with the quality expectations of the Agency and the counterparts; m) Support the preparation of reports to partners, internal reports, etc. at various stages of the projects; n) Perform other duties which may be requested by the supervisors; o) Elaboration and delivery of a Monthly Activity Report in a timely manner. The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special skills
Academic qualifications: Required: ● A first-level university degree in Economics, Statistics, Applied Mathematics or related fields is required, or additional 3 (three) years of relevant experience to the post, beyond the requirement. Experience: ● Minimum two (2) years of relevant experience in the below-mentioned fields of work. ● Experience in research and/or project management on data analyses, with a focus on handling and processing data and microdata from sources such as IBGE (including the Continuous PNAD and data from SIDRA), IPEA, RAIS, CAGED, among others, is required. ● Experience in calculating statistical and socio-economic indicators is required. ● Professional and academic experience on themes related to data analysis and information, databases, local economic and regional development is desirable. ● Experience with activities involved in the implementation of public policies in favelas is an asset. ● Previous experience working in the United Nations is an asset. Skills: ● Knowledge of programming languages such as R and SQL, with an emphasis on the application of statistical methods and data modeling is required. ● Solid knowledge of statistical inference, hypothesis testing, analysis of variance (ANOVA), regression models and predictive models is required. Ability to interpret and present results clearly and objectively. ● Ability to work with large volumes of data, cleaning, organizing and analyzing it is required. ● Good computer skills in Microsoft Office package (Excel, PowerPoint, Word), with experience in the use of spreadsheet automation tools is required. ● Communication and presentation skills to translate statistical insights into accessible information for different audiences are required. ● Experience in geoprocessing software, such as ArcGIS Desktop and Online is desirable. ● Experience in data visualization using tools such as Power BI is desirable. ● Good handling of software, online platforms and other tools for data visualization is desirable. ● Specific courses on statistic software or similar are desirable. Knowledge management → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience in working with inter-institutional areas, assisting in project management, monitoring and evaluation; approaches and strategies with regard to good urban governance and local development. Planning and organisation: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organisational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main-streaming of vulnerability; willingness and ability to work in difficult environments.
Languages
● Fluency in Portuguese is required. ● Knowledge of any other working language of the United Nations is considered an added advantage.
