The purpose of the ICLA TO Technical Officer is to provide the admin, technical and ensure quality legal information, counselling, and legal assistance services provided by NRC in general, particularly with regards to conducting Housing, Land, and Property (HLP) due diligence work, legal research and analysis, and technical guidance for HLP TWG actors included the capacity building for the humanitarian actors. Also, as provide technical support to ICLA documents, SOP, guidelines, scripts, and Legal updates.

The NES ICLA TO will provide an advisory role, overall guidance, and technical expertise to the NES ICLA legal services, counselling and legal assistance and to provide support to the NES SSWG, Shelter/NFI, WASH, Early Recovery, FSL WGs and hence provides an additional strengthening of the cross-cutting mandate of the NES Forum Inter Sector Working Group, to improve the understanding of HLP rights and address existing HLP issues in NES as well as contributing to restoring and following minimum HLP standards and ensuring the security of tenure for HLP right holders.

Generic responsibilities

Adherence to NRC policies, guidance and procedures

  1. Contribute with ICLA specific technical competence to the development of ICLA strategy, Macro Log Frame, and Plan of Action
  2. Conduct ICLA specific DD work to support NRC ShelterWASH and support humanitarian actors’ intervention in NES
  3. Develop/update ICLA specific technical guidance, scripts, tools and mechanism related to Technical/legal Aspects.
  4. Contribute to HLP TWG and ICLA Program through the provision specific technical analysis, lessons learned and reports
  5. Develop training modules and provide specific technical learning or/and training for project staff
  6. Develop and conduct trainings on HLP rights and Collaborative Dispute Resolution (CDR) to NRC staff and actors
  7. Contribute to the legal analysis of HLP issues to inform NRC advocacy efforts, evidence based HLP, legal identity and Employment Law, and policy papers and guide technical advice with relevant internal and external stakeholders
  8. Coordinate with HR, logs, procurement to review, evaluate, and follow up on all logistic and procurement transactions, HR requirements, bid analysis, implementation, and delivery the services.
  9. Support relevant NRC core competencies and units to develop integrated responses to the beneficiaries needs.
  10. Follow up on the ICLA Procurement plans with all logistic and procurement Units to ensure quality check and delivery process and provide all needed documents/PRs.

Specific responsibilities

  • Oversight of the content and quality of legal information, counselling and assistance services provided by NRC ICLA Thematic Area of the HLP, Legal Identity, legal Assistance and Employment Law.
  • Ensure regular coordination and dialogue between ICLA teams in NES;
  • Manage of all the administrative work under the ICLA program in coordination with HR, Logistic and procurement Unites.
  • Support in coordination with protection working group and other NES working groups and following the HLP TWG online system referral pathway and provide required technical support for NES actors
  • Support and undertake legal research and production of briefs and reports on HLP legal matters affecting IDPs and HLP right holders in NES;
  • Maintain archiving system for ICLA Legal Services, HLP TWG’s DD database, research and technical tools.
  • Support capacity building effort of staff and partners.
  • Support in monitoring and compiling up-to-date summary on legal and contextual developments on HLP and CD laws, articles, announcements, and any relevant practices.
  • Support in analysing the impact, associated risks and/or opportunities of such developments and practices on Information, Counselling and Legal assistance (ICLA) activities as well as the broader context developments.
  • Support ICLA PCs and PM in developing and updating scripts to be used by field staff during information sessions on thematic topics based on beneficiaries’ needs.

In coordination with field staff, support ICLA PCs and PM in proper planning for collaborative dispute resolution steps and following up to ensure proper documentation through the process.

  • Attend a variety of ICLA meetings including brainstorming sessions, trainings, and committees prepare minutes/notes for selected meetings; disseminate information to ICLA Staff.
  • Periodically support in facilitating PSM process starting from sampling, designing data collection, designing tools and reaching results with extensive follow-up.
  • Support in training teams on relevant ICLA tools/ forms/ processes as well as quality checks on program documentation and programmatic database management.

Competencies

Professional competencies.

Generic professional competencies for this position:

  • A University degree, preferably in law and practicing lawyer with Bar Association license;
  • Minimum 4 years of legal practice on HLP rights with strong knowledge on housing and land laws, procedures and practices in Syria;
  • Minimum 4 years of extensive experience working in the field with displaced and/or vulnerable groups and communities and in a humanitarian/recovery context essential;
  • ESSENTIAL: Fluency in English and Arabic, both written and verbal;
  • Work proficiency and excellent drafting skills in Arabic English;
  • Previous experience of working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;

Context related skills, knowledge and experience:

  • knowledge of Syrian legal framework and practice;
  • Background in housing, land and property law and procedures;
  • Knowledge and experience in international human rights law;
  • Experience in legal research and proven experience with qualitative and quantitative data collection and analysis
  • Experience in legal case management;
  • Excellent report writing skills;
  • Excellent training and facilitation skills;
  • Ability to provide high quality briefs, both written and verbal, to a range of stakeholders;
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook;
  • Proven skills and experience in report writing, and representing an organization in public forums preferred; and
  • Strong communication, interpersonal, analytical and negotiation skills.
