BACKGROUND

Somalia’s prolonged humanitarian crisis is characterized by ongoing conflicts, climate shocks including floods and drought, communicable disease outbreaks, and weak social protection. Since the beginning of 2020, two additional shocks have contributed to a deterioration of humanitarian conditions: the desert locust infestation and the COVID-19 pandemic. Flooding displaced 840,000 people in the first 10 months of 2020 and destroyed infrastructure, property, and 144,000 hectares of agricultural land. Somalia also experienced the worst desert locust invasion in 25 years; tens of thousands of hectares of cropland and pasture were damaged, with potentially severe consequences for agriculture and pastoral-based livelihoods. Communities living in conflict areas were severely impacted by armed violence. COVID-19 directly impacted the lives of Somalis, worsening patterns of vulnerability. This came on top of ongoing disease outbreaks such as cholera, measles, and, recently, vaccine-derived poliovirus. Lower Shabelle Region of South West State continues to bear much of the brunt of those affected by the negative impact of the shocks mentioned.

Position Purpose: 

Under the overall guidance and supervision of the Head of the Information Management Unit, the Information Management Officer supports IMO services, ensuring high-quality work and accurate, timely, and proper data analyst delivery.

The Information Management Officer collaborates closely with the Operations, Programme, and projects staff in the CO and other UN agencies to ensure consistent service delivery.

Key Duties and Responsibilities:

1.) Content Management:

  • Manage content on relevant web platforms, provide overall quality control for the platform, and ensure content is current, comprehensive, and follows relevant metadata standards; work with external counterparts on related web platforms such as agency and cluster websites and OCHA-managed platforms to facilitate cross-site search and interoperability.

2. Data Analysis 

  • Design, develop, and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
  • Organize, design, and carry out the evaluation and analysis of location-specific datasets through meaningful statistical techniques; participate in the development and revision of data standards and advise on the application of these standards into local systems and processes; participate in the development, implementation, and management of new indicators, together with its accompanying data, to be included in a Common Humanitarian Dataset; understand, document and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability.
  • Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions, and multi-cluster initial rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

3. Data visualization:

  • Assist in the production and updating of information products such as reports, charts, and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including posters, presentations, and other visual materials using Adobe tools (AI, InDesign, Photoshop).
  • Create interactive dashboards using Power BI.

4. Geographic Information System (GIS) & Mapping:

  • Assist with the maintenance of spatial baseline and operational datasets in accordance with relevant standards and guidance; support the production and updating of high-quality map products and online services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services.
  • Provide GIS support to the office in general and assist in the development of appropriate maps and infographic products to support humanitarian decision-making and reflect humanitarian response. Support the maintenance of an inventory of OCHA-produced maps and, where possible, those available from other humanitarian partners.

Information Management & Technology-Data Management & Analytics 

  • Knowledge in data management, data sciences, ability to structure data, develop dashboards, and visualization. Design data warehouses, data lakes, or data platform concepts. Familiarity with Machine learning natural language processing or generation and the use of artificial intelligence to support predictive analytics. CDMP or TOGAF9 or equivalent certification desirable.

Communications Advocacy strategy and implementation

Qualifications:

Education:

  • Advanced university degree (Master’s degree or equivalent) in political science, Computer Science, social science, information management, information science, information system international studies, economics, engineering, earth science/or a related field;

OR

  • A first-level university degree, in combination with two years of qualifying experience, may be accepted in lieu of the advanced university degree.

Experience:

  • Up to 2 years (with a Master’s degree) or 2 years (with a Bachelor’s degree) of progressively responsible experience in information management, GIS systems, and mapping, information systems, data management and analyses, data visualization, or other relevant areas is required.
  • Experience using GIS systems, supporting software (ESRI ArcMap – 10.8.2), and office software packages (MS Access, MS Excel, MS PowerPoint, MS Word) is desirable.
  • Good knowledge of using PowerBI and developing static and interactive dashboards is desirable.
  • Work experience within the UN system in humanitarian information management or an International Organization is desirable.
  • Good Knowledge of Visualization and use of Adobe products (Illustrator, InDesign, Photoshop) is desirable.
  • Knowledge of Data management and analysis is desirable.

Other Required Skills

  • Public speaking – able to make presentations in English.

Language requirements 

  • Fluency in written and spoken English Language is required.
  • Fluency in written and spoken Somali language – is required.
