Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland.
In February 2022, a new phase in the armed conflict in Ukraine started. The intensification and spread of hostilities have affected all of Ukraine, causing massive humanitarian needs across all sectors and destroying essential civilian infrastructure. Millions of people are displaced in Ukraine, more than 7 million people have fled to other countries. IFRC and DRC have launched a major Emergency Appeal for Ukraine and Impacted Countries that is coordinated on European regional level – with numerous country level operations ongoing. ICRC, IFRC, DRC and numerous Partner National Societies are integrating their capacities to provide coordinated crisis response in Ukraine and impacted countries.
The Danish Red Cross Country Office in Ukraine has supported the Ukrainian Red Cross Society in country since 2014 and have significantly scaled up its support following the intensification of hostilities after the 24th of February 2022. DRC in Ukraine focuses its support to URCS within Disaster Management, Humanitarian Relief, Disaster Risk Reduction and Management, Health (including NCDs), Mental Health and Psychosocial Support, National Society Development (including branch development and volunteer management) and logistics.
The Data & Analysis Team within the Danish Red Cross Country Office is responsible for ensuring that DRC’s engagement in Ukraine is informed by sound analyses, evidence, and data. The team works to ensure that our activities are accountable to the communities and people that we serve, that we continuously learn and adapt and that we contribute to strengthening capacities of the Ukrainian Red Cross Society for improved use of data and stronger analyses.

 

Job Purpose

The DRC Information Management Coordinator will be the lead and focal point for the execution of core information management tasks and responsibilities within the DRC office and within DRC-supported projects and operations.

The key purpose of the role is to ensure that DRC-supported projects and operations are underpinned by well- functioning and high-quality data management systems from data collection to data visualization and reporting and that DRC and URCS staff are able to use the systems for improved accountability, learning and impact. A specific focus will be on providing support to the administrative and program teams with process and report automations.

The role will also focus on establishing and digitalization key business processes within the Danish Red Country Office in Ukraine including support to other internal departments in developing systems, procedures, and digital tools for managing their tasks and responsibilities.

Job Duties and Responsibilities

Internal Information Systems:

  • Lead and contribute to the development of internal information systems and support digitalization of key business processes in DRC’s Country Office, using low-code no-code solutions (primarily Microsoft Power Automate, Power BI, Power Apps, and Forms)

Data Management:

  • Overall responsible for ensuring that data is cleaned, managed, and stored appropriately to enable efficient use of the data collected for analyses, reporting and accountability purposes
  • Hands-on support and follow-up on day-to-day data management practices in DRC-URCS projects and activities

Data Analysis:

  • Lead on transforming collected data to relevant and actionable insights
  • Specific focus on enabling technical and project staff to conduct independent and valuable analyses of the information collected through their activities

Data Visualization

  • Lead on developing visualisation and dashboarding products for operational and core business processes which are relevant for non-data staff and management

Data Collection:

  • Developing tools, procedures, and standards for data collection across DRC-supported projects and operations and to support internal processes in the DRC Country Office
  • Responsible for maintaining, managing, and revising data collection tools and systems within DRC and providing support to URCS on shared tools
  • Undertaking data entry and data quality control and checks on operational data streams

Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL)

  • Provide support to all PMEAL activities and exercises with a focus on data-related tasks and processes
  • Support monitoring of results and activities with a specific focus on ensuring that data is collected in a timely

manner

Data Protection:

  • Be a focal point for all data protection matters related to DRC’s projects and activities with URCS and in general

Innovative Data:

  • Provide support on innovative data initiatives

Education

Required

Bachelor’s or master’s degree in computer science, economics, humanitarian affairs, social science degrees or other relevant degrees

Preferred

Competed courses or trainings in Monitoring, Evaluation, Accountability and Learning (MEAL) or Information Management (IM) for humanitarian programming an asses

Experience

Required

  • 5+ years’ experience working in roles focused on data analysis, data analytics, monitoring and evaluation (M&E), information management (IM) or similar;
  • Experience with using data collection & analysis tools required (preferably ODK/KoBo or similar).

Preferred

  • Experience working in humanitarian organizations, non-governmental organizations or similar with a focus on M&E or IM preferred
  • Experience designing data management processes including involvement of non-data technical staff preferred
  • Experience working with applied quantitative social science research an advantage (survey experience specifically relevant)

Knowledge, Skills and Languages

Required

  • Expertise with MS Excel required (up to, but not including VBA is relevant).
  • Knowledge of survey/form software for collecting data required, with preference. for experience with ODK-based data collection tools.
  • Sharing the RC/RC principles and values.
  • Strong communication and interpersonal skills.
  • Ability to work and thrive in a complex organizational context.
  • Fluently spoken and written English and Ukrainian.

Preferred

  • PowerBI/visualisation or dashboarding software experience preferred.
  • Knowledge of Microsoft Power Platform (Power Automate, Power Apps, Power BI)
  • Valid driving license (Light vehicles)
