JOB CONTEXT:
The Palestine mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine.
HI implements a mix of humanitarian and development projects in the Gaza Strip and the West Bank.
Funding levels have been rising gradually since early 2023 and several key grants are already secured for 2024 and 2025.
Total budget for 2024 between 4 and 5 M EUR; total number of staff between 35 and 45.
Sectors of activity: inclusive education, physical rehabilitation, early childhood development, emergency preparedness, economic recovery, disability mainstreaming/inclusion in humanitarian action, advocacy.
Main challenges: relatively tense and unstable security situation in West Bank, Gaza and East Jerusalem; some restrictions on movements and humanitarian access.
YOUR MISSION:
Reporting to the Regional MEAL Manager, the IM Manager ensures the implementation and exploitation of data collection and operational information management systems to support project and programme steering by providing access to up-to-date, reliable and relevant data. He or she is the functional manager of the Information Management (IM) teams in Gaza and West Bank, with close coordination with the Senior MEAL Officer.
More precisely, he/she in charge of:
– Developing and overseeing the information management system in whole Palestine mission.
– Ensure coherency of the information management between the two sites.
– Build the capacity of the IM team in the mission.
– Build the capacity of the MEAL Senior Officer in Management part.
– Provide meaningful and relevant analysis of project databases to support advocacy projects/papers.
– Ensuring sound internal coordination with relevant projects
Missions/Responsibilities:
Mission 1: Management
- Manager as a role model: embody HI’s values on a daily basis and be a role model.
- Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
- Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
- First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.
Mission 2: Strategy and steering
- Helps to define the MEAL action plan (Information Management (IM) section), implements this action plan and monitors it.
- Participates in strengthening the IM skills of partners and existing IM staff in the mission.
Mission 3: Standards and expertise
Define the Information Management and Database systems through:
- Implements, exploits and develops the information management system
- Mobile data collection
- Databases
- Visualisation tools /dashboards
- Geographic Information Systems
- Indicator production
- Archiving of data sets
- Ensures the coherency and integration of these systems
Ensure the quality of data and compliance with HI standards:
- Trains the teams in charge of data collection and processing (HI and partners);
- Implements procedures for quality control and the definition of information flows;
- Ensures the rollout of internal data management standards;
- Contributes to data transfer exercises between HQ and the field.
Mission 4: Operational implementation
Supports operational teams with data analysis and use:
- Produces visualisations and analyses of statistics in accordance with needs at project and programme level;
- Helps operational teams to interpret their data and use it for decision-making purposes;
- Ensures the internal and external dissemination of data by means of adapted communication formats.
Put mechanisms in place to guarantee the protection of beneficiaries’ personal data:
- Carries out impact analyses of data protection on the programme;
- Coordinates the implementation of operational procedures and an action plan to reinforce data protection;
- Trains/sensitises the programme teams on good data protection practices;
- Ensures the security of the databases.
Contribute to the external representation and promotion of HI’s IM expertise:
- Upon request, represents HI’s IM expertise in all relevant networks in his or her geographical area of intervention.
Mission 5: Emergency preparedness and response:
- Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.
CHARACTERISTICS OF THE POSITION:
Jerusalem: the security is relatively stable most of the year, with some days of mass demonstrations and isolated acts of violence, in particular during key religious holidays and anniversaries of important historical events. There are several opportunities for social and cultural life.
West Bank: the security is relatively stable in Ramallah and Bethlehem, but overall unstable in Hebron and the Northern West Bank, with regular episodes of Israeli armed incursions, settler violence, and Palestinian attacks.
Gaza Strip: security is unpredictable, with long calm periods followed by short bouts of armed confrontation. Security rules are tight with controlled movement. Systems for hibernation and evacuation are in place.
Touristic and cultural trips are possible across all Israel, in Jerusalem, and some pre-authorised sites of the West Bank.
Living conditions in Jerusalem are excellent, with all modern comforts and a quality of services similar to European countries.
INFORMATION MANAGEMENT:
The mission had a limited IM team, and the MEAL Senior Officer joined right after the escalation of October 7th. Following the escalation and the displacement of the team, data management has reduced to a limited capacity. The mission needs to ensure stable Information Management system coherent between the two sites (Gaza & West Bank) in addition to build the capacity of the existing Senior MEAL Officer.
YOUR PROFILE:
- University degree in computer science specialising in data/information management
- At least 3 years’ experience in Information Management and/or MEAL with at least 1 year Management position.
- Experience in complex environments as well as in collaboration with national actors at all levels (from services to central level), including in emergency context
- Practical experience in facilitation and/or design of training and skills development
- Proficient in IT fundamentals
- Proficient in qualitative and quantitative data collection and analysis
- Responsible data management
- Practical experience in results and indicators monitoring
- Statistical analysis and visualisation
