Under the supervision of the Emergency Officer NOB and in close collaboration with Planning, Monitoring and Evaluation Section and Monitoring Working group, the incumbent is responsible for coordinating information management (IM) and monitoring in Gaziantep Field Office (FO). 

On 6h February 2023, there were two devastating earthquakes, measuring 7.7 and 7.6 magnitude, struck Pazarcık and Elbistan in Kahramanmaraş, Türkiye which affected  9.1M  people directly in the 11 most affected provinces (Adiyaman, Gaziantep, Kilis, Hatay, Malatya, Diyarbakir, Adana, Osmaniye, Kahramanmaraş, Şanlıurfa, and Elaziğ). These earthquakes are the largest to hit Türkiye in the last century, and the most significant to strike the country’s south-east region in hundreds of years. The collective death toll is now more than 50,000, with millions internally displaced after being forced from their damaged or destroyed homes. On 16 February, the international humanitarian community launched a Flash Appeal requesting US$1 billion to enable humanitarian partners to complement and support the government-led response over an initial three months. The humanitarian community has quickly mobilized to deliver a coordinated response, delivering life-saving aid and protection assistance to people in the most impacted locations.

UNICEF has been providing life-saving assistance to those affected by the earthquakes. UNICEF teams on the ground have been working with partners to distribute essential supplies such as critical health supplies, blankets, clothing, and safe drinking water and sanitation supplies, as well as continuing to provide safe spaces for children to play and recover from the traumatic events they have witnessed.

Summary of key functions/accountabilities and related duties/tasks:   

  • Information Management
  • Support the programme sections in the FO and the UNICEF Monitoring WG, the Planning Monitoring and Evaluation (PME) section in assessing existing IM systems, identifying gaps in data management and strengthening them in line with the Country Programme monitoring and reporting needs.
  • Support FO programme sections by providing technical IM support to national counterparts as well as partners in strengthening or developing IM systems in line with the Country Programme needs.
  • Coordinate the development and/or strengthening of relevant information management tools for data collection, analysis and visualization to facilitate monitoring, reporting and decision-making in line with the Country Programme needs.
  • Contribute to identify ways to strengthen and continuously improve relevant monitoring and information management systems within UNICEF, including through possible innovative approaches.
  • Coordinate the deployment and/or management of new information management tools as relevant
  • Support information management for the Child Protection and Education Working Groups of South East Türkiye, in close contact with members of the groups.
  • Participate to inter-agency Info Management working groups / meetings in South East Türkiye.
  • Data Collection and Analysis
  • Organize harmonized data collection and analysis for UNICEF programmes in South East Türkiye.
  • Develop infographics and maps to support data analysis and communication of results achieved for children.
  • Support the field office work to assess and document children’s vulnerabilities in South East Türkiye, in close coordination with PME section in Ankara. Through this work, support UNICEF’s work on advocacy as well as the development of new programmes / partnerships.
  • Assist in formulating and providing regular inputs for UNICEF situation reports, as well as internal and donor reports.
  •  Monitoring
  • Coordinate monitoring by UNICEF teams of all programmes implemented by the Field Office. Ensure a harmonized approach to data collection in the field across programmes and with multiple partners. Monitor the implementation of HACT programmatic visits and related recommendations.
  • Support partners in South East Türkiye to develop monitoring frameworks with clear and harmonized indicators to enable data aggregation and comparison across programmes.
  • Work in close collaboration with the PME section in Ankara to ensure a coherent and streamlined approach to field monitoring in line with the UNICEF national monitoring strategy.
  • Act as focal point for the Field Office for evaluations of programmes in South East Türkiye managed by the PME section.

Skills:

  • In-depth knowledge of the administration which underpins UNICEF country office programme/project operations, including monitoring and evaluation processes.
  • Strong organizational, planning, and prioritizing skills and abilities.  
  • High sense of confidentiality, initiative, and good judgment.  
  • Ability to work effectively with people of different national and cultural backgrounds.
  • High attention to detail.
  • Ability to effectively manage the section’s material resources.
  • Good analytical skills.
  • Solid knowledge of MS Office software products is required (especially MS Excel, MS Power-point, MS Word)., and other UNICEF softwares such as SharePoint/OneDrive
  • Ability to use data collection, analysis and visualization tools such as (Kobo Collect, Power BI and ArcGIS).

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: A university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
  • Work Experience: One year of relevant professional work experience is required. Field work experience. Background/ familiarity with emergency
  • Language Requirements: Fluency in English and Turkish is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
