Purpose for the job: 

The Programme Management Unit’s (PMU) Information Management Officer (Beneficiary Personal Data) will report to the PMU Data Team lead. He/she will be based in Kabul and will support the team in delivering beneficiary data management services to the PMU.

Summary of key functions/accountabilities:

Under the direct supervision of the Beneficiary Data Specialist, the Information Management Officer (Beneficiary Personal Data), NO-2 will perform the following tasks:

1. Provide direct support to the Implementing partners and UNICEF HOPE users!

  1. Train Implementing Partners and UNICEF Users in performing their respective roles function in HOPE.
  2. Provide first level of support for user questions and support request.
  3. Prioritize users support request and submit to Beneficiary Data Manager for consideration.
  4. Ensure all HOPE related tasks are performed with high quality outputs.
  5. Maintain HOPE ACO User roles list and ensure endorsement of UNICEF ACO management.

2. Third Party Monitoring and Registration

  1. Support in designing third party verification exercise when existing beneficiaries list are received from external sources.
  2. Provide oversight to beneficiary registration exercises including by field testing registration questionnaires and accompanying partner’s enumerators in the field.
  3. Perform regular data quality analysis, identify bottleneck in data collection and verification exercise and propose relevant solutions.

3. Targeting and Payment Verification

  1. Implement targeting methodologies as designed by ACO relevant section and perform accuracy test of resulting target population.
  2. Support HOPE user in preparation of Target populations and Cash Plans
  3. Support HOPE user in the preparation of Payment Verification exercise and coordinate with TPM/IP/C4D for the data collection through Rapid Pro or regular field survey.

4. Data Protection

  1. Support the implementation of UNICEF Data Protection policy at all levels and with all HOPE partners.
  2. Prepare/Negotiate Non-disclosure Agreements with FSP/TPM and Implementing Partners
  3. Monitor Data Protection Impact Assessment recommendation implementation.

To qualify as an advocate for every child you will have…

  • An Advanced university degree in a subject area relevant to data management. First level university degree with additional two years of experience in data or statistical field which may be in an international context or humanitarian or development situation. Experience with data sharing, data management and data analysis to support policy formulation and implementation.
  • Minimum two years of relevant professional experience in social policy, beneficiary data management, monitoring cash transfer programmes, case management or a related field.
  • Experience in maintaining MIS in humanitarian contexts.
  • Experience in working with UN agencies (UNICEF experience preferred) at interagency level.
  • Experience in benefiary data managment, Rapid Pro, Power BI and HOPE will be an asset.
  • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • High motivation, and dedication to deliver results within strict timeframes.
  • Fluency in English is required – Oral and Written. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language of the duty station is considered as an asset.

Otherwise, the selection will be cancelled.
