Job Purpose:
The Senior Information Management Officer leads the organization’s efforts in data visualization and geospatial analysis to support evidence-based decision-making and resource allocation. By leveraging advanced tools like Power BI and GIS, this role ensures the creation of compelling dashboards and interactive maps that communicate insights effectively. The officer also promotes data integrity and innovation across systems, driving impactful programmatic outcomes in humanitarian and development contexts.
Duties and Responsibilities of the Information Management Senior Officer
- Data Management and Analysis
- Oversee the full lifecycle of data management activities, including data collection, cleaning, validation, storage, and retrieval.
- Conduct and support surveys, secondary data reviews, targeting, and vulnerability assessments to inform evidence-based decision-making.
- Define and refine indicators, monitor data quality, and ensure data integrity, accuracy, and reliability.
- Quality Assurance and Compliance
- Enforce adherence to established data management standards, norms, and methodologies across country and regional offices.
- Monitor and evaluate the quality of data, ensuring that data handling practices meet integrity and credibility requirements.
- Identify gaps in data systems and recommend measures to enhance their performance and alignment with organizational and international standards.
- Capacity Building and Technical Guidance
- Provide targeted training, technical advice, and mentorship to regional offices and operations to improve data management capacities.
- Support assessments and situational analyses by developing analytical frameworks, promoting standardized data collection and analysis methods, and fostering informed decision-making.
- Offer expert input to planning processes, including Theories of Change and indicator development, ensuring that data-driven insights support strategic objectives.
- Monitoring and Continuous Improvement
- Guide and support the development and implementation of monitoring methodologies, ensuring robust data collection and analysis practices.
- Regularly review and evaluate country- or region-specific data systems, identifying opportunities for system enhancements and increased efficiency.
- Lead initiatives to continuously refine data-related processes, documentation, and workflows, promoting a culture of innovation and improvement.
Data Visualization and Mapping
- Create and maintain a wide range of compelling data visualizations, dashboards, and interactive maps to effectively communicate findings to diverse stakeholders.
- Utilize Geographic Information Systems (GIS) and other mapping tools to produce timely, accurate spatial analyses and thematic maps that support programmatic decision-making and resource allocation.
- Required Criteria for Candidates
Education and Experience
- Advanced university degree in Information Management, Data Science, Statistics, Geography, Social Sciences, International Development, or a closely related field.
- Minimum 3–5 years of progressive professional experience in information management, data analysis, and visualization, preferably within humanitarian, development, or international organizational contexts.
- Technical Skills and Expertise
- Excellent level in Power BI for data visualization, dashboard creation, and interactive reporting is required.
- Very good expertise in ArcGIS (or comparable GIS software) for spatial analysis, thematic mapping, and geospatial data management is essential.
- Strong command of at least one statistical or programming language (e.g., R, Python, SQL) for data manipulation and analysis.
- Expertise in integrating AI/ML techniques into standard data management workflows (e.g., data cleaning, transformation, modeling) to enhance analytical capabilities and improve data-driven decision-making.
- Experience ensuring data quality, integrity, and adherence to recognized standards and best practices.
