DRC assists refugees and displacement-affected communities by implementing protection and livelihoods activities that increase their self-reliance and expand opportunities for a dignified life.
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.
POSITION PROFILE
The Information Management (IM) Specialist will be responsible for designing and implementing relevant Information Management workflows, processes, and systems within DRC Bangladesh, aligned with sector needs. This role involves executing country-specific strategies, as well as developing, implementing, and enhancing IM systems, processes, and policies in accordance with DRC’s operational standards and procedures. Additionally, the IM Specialist will create training and capacity-building plans to enable programme staff to effectively use the developed IM systems. Reporting to the Programme Development and Quality (PDQ) Manager, the IM Specialist will collaborate closely with cross functional colleagues to ensure DRC’s programmatic interventions are both evidence-based and quality-assured.
DUTIES & RESPONSIBILITIES
Information Management Strategy and Standards
- Contribute to the development of DRC’s Information Management (IM) strategy by reviewing information needs and gaps, evaluating current IM processes and tools and drafting an information collection and management plan in support of DRC’s operations.
- Ensure the compliance of information systems and process with the applicable standards and guidelines related to information management and data protection, including the Protection Information Management (PIM) standards and principles and DRC’s internal guidelines by conducting ad-hoc field visits and spot-checks.
Programme Coordination
- Be responsible for the design, implementation and delivery of the DRC Bangladesh Cash for Work and volunteer payment Database with the support of PDQ Manager and the Senior Management Team.
- Design, develop and maintain IM tools for DRC Programme activities (assessments, community profiling, monitoring, daily activity tracking, etc.).
- Develop processes for optimizing database security and manage database access.
- Plan for backup and recovery of database information.
- Organize and manage data input from data collection forms and conduct initial analysis of the data.
- Based on the collected data, conduct needs and gap identification for Protection activities.
- Monitor, improve and update all the required trackers.
- In Coordination with IT, plan for backup and recovery of data and information.
- Routinely evaluate and improve the functionality of current IM systems.
- Provide technical support on planning, design, and monitoring of data collection activities.
- Develop/strengthen data collection and management systems as required by working closely with the PDQ Manager ensuring that all relevant activities are being appropriately monitored, evaluated and lessons shared.
- Provide contributions to proposals, progress reports, and other donor reports and data dissemination products where required.
- In coordination with the programe leads, ensure DRC adaptation of the CFRM Platform mechanism.
- Participate in strategic planning for the CFRM Platform roll-out.
- Provide training to SMS agencies on usage of the CFRM platform.
Information Dissemination
- Ensure reports and information products are standardized and up to date in collaboration with the Media and Advocacy team.
- Ensure production of weekly reports of CFRM complaints and trends over time.
- Create information products such as reports, charts, and infographics by turning data into graphic products to facilitate the dissemination of information to external stakeholders for the purpose of reporting, information sharing and advocacy.
- Contribute to the development and implementation of a dissemination plan for all information products, including the definition of standard operating procedures for clearing information products for release.
Representation
- Act as DRC Bangladesh IM focal point at all relevant platforms.
Safety
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
SKILLS AND EXPERIENCES
- At least 3 years’ work experience in the field of Information Management, MEAL and or Knowledge Management desirably in ta Refugee Context.
- Strong command of data management software and in-depth understanding of relational data modelling.
- knowledge of at least one tabular data visualization/dashboard software, e.g. Tableau, R, PowerBI.
- Proven track record in conceptualizing and designing IM systems for programmes, selection of IM tools, software development and customization and resource management.
- Experience running technical capacity-building workshops.
- Advanced planning, coordination, assessment, analytical and problem-solving skills.
- Strong project management, organizational, and administrative skills.
- Demonstrated ability to improve programme quality through the provision of technical advice.
- Demonstrated ability to work creatively, innovatively, and effectively with limited direct supervision.
- Excellent interpersonal skills and ability to establish effective working relations with all relevant stakeholders.
- Impeccable attention to detail.
- Knowledge of a programming language and experience in software development is desirable.
EDUCATIONAL QUALIFICATIONS
- University degree in Information Management, Information Technology, Computer Science and/or equivalent professional qualifications.
- Certificate in Database Management, Power BI, SQL is preferred.
