UNICEF in the State of Palestine works to uphold the rights of children to access services and protection, from early childhood through adolescence. Our objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, irrespective of background or circumstance, has an equal chance to fulfil their potential. How can you make a difference?

Months of escalating conflict have turned the Gaza Strip into the most dangerous place in the world to be a child. Every child across the Gaza Strip has been exposed to deeply distressing events, witnessing horrors that no child should. Around 1.7 million people are estimated to be internally displaced persons (IDP) by the violence, half of them children. As of 14 February, at least 28,663 Palestinians were reported killed in the Gaza Strip since the start of hostilities (up to 70 per cent are reported to be women and children). In the occupied West Bank, including East Jerusalem, OCHA reports that since 7 October, at least 389 Palestinians have been killed1. At least 104 Palestinian children were reported killed in conflict-related violence in the same time period. In response to this worsening humanitarian catastrophe UNICEF is delivering humanitarian interventions in the Gaza Strip and the West Bank, including East Jerusalem. UNICEF delivers programmes on WASH, Health and Nutrition, Child Protection, Education and Social Protection.

 

Key Responsibilities and Tasks

Under the direction and guidance of Chief Planning, Monitoring and Evaluation, you will:

1. Information Management

  • Maintain a database and dashboard to track core humanitarian indicators.
  • Develop snapshots for internal and external purposes, develop maps to support UNICEF’s programming and that of our partners.
  • With IM colleagues in UNICEF, clusters and partners support an IM network as part of emergency preparedness and risk informed programming.
  • Ensure links are made with existing information systems in the humanitarian sector, including with the inter-agency assessment and information management working group, allowing UNICEF to have compatibility with other humanitarian information management tools as appropriate.
  • Support the linking of data systems and data flows between the UNICEF programmes and the humanitarian Clusters.

2. Data analysis and mapping

  • Provide data analysis on survey data and other data received. Use this data to support the preparation of regular reports, including the Situation Report, donor proposals and programme analysis as needed.
  • Support the analysis of data and information and perform data quality and consistency control, ensuring harmonization of humanitarian performance monitoring with the regular programme.
  • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.
  • Provide technical guidance on information and knowledge management systems to promote the use of evidence to inform policy and decision making.
  • Analyze and visualize needs and response data and information to inform the definition of strategies and plans to overcome needs, including through the use of data analysis and visualization software such as PowerBi, ArcGIS, GeoSite and SPSS.

3. Support the design and implementation of UNICEF’s data management strategy

  • Review humanitarian planning and programme documents, identify the information and knowledge management needs in consultation with the emergency team and jointly propose innovative measures and activities to address identified needs and gaps.
  • Provide technical input to design and implement data collection mechanisms and related analysis to ensure the situation of the most vulnerable children is continuously and strategically monitored.
  • Liaise with other IM’s, Emergency IM Specialists to maintain a network of Information Management capacity.
  • Support the leadership of the office GIS capacity.
  • Support the roll out and management of the office Complaints and Feedback Mechanisms, including in coordination with the inter-agency mechanisms

4. Emergency Preparedness

  • Participates in the formulation and development of plans of action in preparation and response to emergencies, monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree in the relevant field in computer science or related field such as information systems, information and communication technology, library or geographic sciences, or engineering highly desirable.
  • *A first University Degree in a relevant field combined with 2 additional years of professional experience in the field of data, research, field monitoring and evaluation, statistics or related fields may be accepted in lieu of an Advanced University Degree.

Experience:

 A minimum of Five (5) years of relevant professional experience, in the field of data and information management systems and data analysis.

Knowledge and experience in using Adobe and ArcGIS are highly desirable.

Proven technical experience in development and use of innovative technology, particularly in the areas of data, humanitarian performance monitoring, use of mobiles and open source, and training in the related field is highly desirable.

  • Fluency in English language is required, and fluency in Arabic is highly desirable.
