The position is based in the Office of the Senior Humanitarian and Reconstruction Coordinator for Gaza. On 22 December 2023, the Security Council adopted resolution 2720 (2023), requesting the Secretary-General, with the objective of expediting the delivery of humanitarian assistance to the civilian population in the Gaza Strip, to appoint expeditiously a Senior Humanitarian and Reconstruction Coordinator with responsibility for facilitating, coordinating, monitoring, and verifying in Gaza, as appropriate, the humanitarian nature of all humanitarian relief consignments to Gaza provided through states which are not party to the conflict, and further requesting that the Coordinator expeditiously establish a UN mechanism for accelerating the provision of humanitarian relief consignments to Gaza through states which are not party to the conflict, consulting all relevant parties, with the goal of expediting, streamlining, and accelerating the process of providing assistance while continuing to help ensure that aid reaches its civilian destination, and demanding that the parties to the conflict cooperate with the Coordinator to fulfil their mandate without delay or obstruction.
This temporary job opening is being published for the position of Information Systems Associate, based in Amman, Jordan. Under the overall supervision of the Deputy Chief of Staff, the incumbent reports to the Head of Administration Unit.
Responsibilities
Within delegated authority, the Information Systems Associate will be responsible for the following duties:
– Assists in monitoring personal computers running the UN software delivery system to ensure that software distributions are being delivered correctly.
– Assists in performing software distribution updates, scripting, testing and support, and performs 1st-level desktop troubleshooting in conjunction with the Help Desk.
– Maintains and updates files (electronic and paper) and internal databases.
– Assists in routine installation, configuration, testing and deployment of server hardware and software, including Local Area Network, Operating Systems, Electronic mail, Unix, Linux, Citrix, Database systems, Internet Web software, firewall, Domain Name Server (DNS), DHCP, mail relay, and various security software.
– Assists in responding to requests from user offices and assists in deploying/configuring systems so as to conform to infrastructure standards, including receiving and logging problem calls or service requests in the automated tracking system with minimum delay.
– Attempts to resolve as many problem calls and/or service requests and on initial contact, including visiting user’s premises/offices to resolve problems on their desktop PCs
– Performs tasks related to scheduled service requests, including equipment replacement, equipment installation/de-installation, software installation, LAN connection, returns to stock, site surveys, etc.
– Diagnoses and resolves any hardware, software, or connectivity problem with minimum delay.
– Provides basic training to end-users on the use of standard systems.
– Logs all actions in the automated tracking system, including site survey information, steps
taken to resolve problems or to complete a task, problems encountered, current status, etc.
– Escalates problems to the appropriate parties in accordance with the established procedure, including detecting problem patterns and recommending solutions.
– Keeps abreast of developments in technology both in the UN and in the industry in general.
– Serves as a primary focal point for property management processes and requirements relative to all ICT assets and equipment in the Office, including, receiving, inspecting, and entering assets transactions into the automated inventory management system in accordance with established procedures, monitoring inventory levels, etc.
– Performs Requisitioner roles in an Enterprise Resource Planning (ERP) system for all ICT related services, including preparing scope of works/specification of requirements, soliciting multiple bids from various vendors, technical evaluations, subsequent contracts management, and related functions.
– Assists with administration and/or management of all commercially acquired GSM, ISP, and other related services, including monitoring and analyzing of the usage, planning, troubleshooting, resource allocation, billing actions, including cost recoveries, as/if necessary, and other related actions.
– Compliance with corporate information management and technology standards, guidelines, and procedures for the OSHRC technology environment.
– Ensure that all staff can use MS Teams for their communications and one-one meetings.
– Installation of commercial and in-house developed software and related upgrades on a timely basis.
– Ensure that all OSHRC laptops/servers are secured with a corporate Symantec Cloud base antivirus system.
– Ensure that OSHRC team site and OneDrive are functioning and configure for all staff.
– Maintaining the stock of ICT supplies and spare parts in cooperation with the Administration and Procurement Teams.
– Provide the necessary advice and assistance in procurement of equipment, provision of technical specifications, review of bids, inventory of assets, maintenance of reference libraries, etc.
– Participate in development and implementation of ICT annual plan and Standard Operating Procedures for ICT services.
– Prepare mobile phone and telephone monthly summary, communicate with staff to refund personal use, and prepare monthly personal bills deduction sheet.
– Assist in ICT asset management process (physical verification, serialization and disposal)
– Performs other duties as required.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of seven (7) years of progressively responsible experience in end-user device information technology systems analysis and desktop programming, PC systems administration, and maintenance, desktop image software development and technical writing for IT Services or a related area is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first-level university degree or higher.
Experience in the configuration of desktops, laptops, hardware, and software is required.
Experience in user support and/or helpdesk-related services is desirable.
Working experience in MS SharePoint, MS Teams, Webex, and OneDrive is desirable.
Working experience in Networking (Cisco switches, Sophos firewall and MikroTik routers) is desirable.
Working knowledge of the UN standards related to Information Technology system and procedures is desirable.
Experience working with the United Nations, or other comparable international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English and Arabic (both oral and written) is required. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Special Notice
This is a project-funded post. This temporary position is currently available through 30 September 2024, with the possibility of extension subject to satisfactory performance and availability of fund.
The contract will be administered by United Nations Development Programme (UNDP) on behalf of OCHA.
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. This position is a General Service position and will be based in Amman, Jordan. Candidates of the General Service category are required to be authorized to work in the country where this position is located.
Appointment against this post is on a local basis.
