The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. Within OICT, the Enterprise Solutions Service (ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. This position is based in Bangkok, Thailand, as part of the Enterprise Application Centre – Asia, hosted by ESCAP.
The incumbent will report directly to a Senior Information Systems Officer within OICT/ESS.

Under the direct supervision of the Senior Information Systems Officer and overall guidance of the Chief, ESS, the Information Systems Officer will be responsible for the following duties: • Project Management: Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
• System Design & Documentation: Develops detailed system specifications, functional specifications, and user documentation for major systems, ensuring clarity and ease of use.
• User Support: Provides specialized advice to users, analyzing their requirements and translating them into new applications; determines application systems integration and linkage issues. • System Maintenance & Enhancement: Maintains, upgrades or enhances existing systems, ensuring their continued effectiveness and performance and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques.
• Software Development: Develops and maintains complex computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
• Testing & Quality Assurance: Organizes and conducts unit and integrated testing, design and utilize test bases, and assists users in acceptance testing. • Training & Knowledge Transfer: Develops training materials and user manuals, and train staff in the use of assigned systems.
• Disaster Recovery: Develops disaster recovery plans and ensure appropriate planning and training of those responsible. • Technology Evaluation: Researches, analyzes, and evaluates new technologies, making recommendations for their deployment/adoption.
• Communication & Client Relations: Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.; facilitates effective communication between OICT/ESS and its clients, fostering positive relationships. Coordinate the development of Service Level Agreements (SLAs) between clients and OICT/ESS.
• Team Leadership: Provides guidance and supervision to new or junior staff and consultants, fostering their growth and development. • Other Duties: Performs other related tasks as assigned, contributing to the overall success of the team.
Professionalism: In-depth knowledge of information technology/information management, particularly in systems analysis, database design and programming.
Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols.
Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems.

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field.
A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related areas is required.
A minimum of five years of software project development using Agile Methodology is required. A minimum of five years of Java+Spring Boot development experience is required.
A minimum of five years of JavaScript or Typescript development experience, using either React or Angular, is required. Proven knowledge of git and deployment with containers is required. Knowledge of machine learning is desirable. Knowledge of Azure cloud is desirable.
English and French are the working languages of the UN Secretariat.
For the post advertised, fluency in English is required. Knowledge of an additional UN official language is an advantage.
