Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Monitoring Systems (IMS) Division that applies engineering and science to develop, instantiate, and to operate measurement stations around the world as well as to receive, process and disseminate the data collected by these stations as well as related analysis products. 

Reporting Lines

The incumbent will report to the Head, Unix/Linux Support Unit, Network and Systems Support Section (NSS). 

Duties and Responsibilities

The incumbent will carry out the following tasks:
 

  • Support organizational change initiatives by analyzing and evaluating existing information solutions, identifying opportunities for improvements, and proposing new or improved processes through research of new technologies, as appropriate;
  • Perform cost-benefit analysis of different hardware/software architectures and identify technologies for deployment in the organization; 
  • Design, deploy and maintain application solutions, respond to specific business needs, manage products and maintain roadmaps;
  • Support the implementation of new, information systems, and/or enhancements to the existing systems, by providing analysis of systems and information processes including recommending technical solutions;
  • Lead Agile software implementation projects, manage end-to-end Agile Software Development Lifecycle (SLDC);
  • Develop training materials, technical and user documentation; train staff in information and data systems;
  • Deploy and maintain cloud-based solutions;
  • Perform other duties as assigned. 

Education

  • University degree in computer science, information systems, information technology, or related field.

Work Experience and Qualifications

  • At least five (5) years of relevant working experience in web-based software development, deployment and maintenance; 
  • Proven experience in project management is required; PMP or PRINCE2 certification is desirable;
  • Strong experience with Agile software development methodologies is required; Scrum certification is desirable;
  • Thorough understanding of software engineering processes and the software engineering life cycle is required;
  • Knowledge of web-based internet application development architectures is required;
  • Excellent understanding and experience with Cloud technologies; DevOps is required;
  • Good knowledge of information technology/information management, particularly in cloud computing, systems analysis, digital technologies is required;
  • Understanding of information security and secure design principles is required;
  • Experience with database programming and experience in designing data access layers and data models for an application is required;
  • Very good understanding of IT service management processes is required; ITIL certification is desirable;
  • Knowledge of APIs, programming languages (Javascript, React, NodeJS) is required;
  • Strong analytical skills, result-oriented approach paired with highly structured working style and good sense of responsibility, flexibility, and team spirit; 
  • Working experience in an international environment would be an asset.

Languages

  • Excellent command of written and spoken English is required. Knowledge of other languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
